BATANGHARINEWS.COM - Menanggapi beberapa pemberitaan yang beredar mengenai data sumur produksi Blok Jabung, Manajemen PetroChina International Jabung Ltd. (PCJL) menyatakan perusahaan selalu menyampaikan informasi produksi dan lifting migas secara transparan dan berkala.
Sebagai Kontraktor Kontrak Kerja Sama (KKKS) yang mengoperasikan Blok Jabung, PetroChina melaporkan informasi produksi migas melalui surat elektronik kepada pemerintah daerah di Tanjung Jabung Barat dan Tanjung Jabung Timur setiap bulan, sesuai arahan SKK Migas dan Ditjen Migas.
Dencio R. Boele, Vice President HR and Relations PetroChina, menjelaskan bahwa PCJL juga rutin melaporkan jumlah sumur migas yang dioperasikan kepada SKK Migas setiap bulan.
“Kami juga selalu menghadiri rapat rekonsiliasi data sumur migas yang diadakan SKK Migas setiap tahun untuk memastikan penyamaan data. Untuk diketahui, sumur produksi migas bersifat sangat dinamis setiap harinya karena sangat tergantung dari performa masing – masing sumur,” katanya.
Selain itu, Ditjen Migas, SKK Migas, pemerintah daerah penghasil migas seluruh Indonesia dan masing-masing KKKS mengadakan rapat di setiap kwartal (3 bulan sekali) untuk menyamakan data produksi yang dilaporkan setiap bulannya. Sebagai informasi, data produksi maupun lifting migas PCJL tahun 2019 telah dilaporkan pada rapat tanggal 21-22 Februari 2020, yang juga dihadiri Pemerintah Daerah Tanjung Jabung Barat.
“Tahun 2019, produksi migas KKKS PCJL untuk wilayah Tanjung Jabung Barat melebihi target yang ditetapkan dalam APBN,” Dencio menambahkan.
Sedangkan rapat untuk rekonsiliasi produksi dan lifting Kwartal I Tahun 2020 telah dilakukan pada tanggal 14 Mei 2020 via Zoom Meeting sebagai konsekuensi dari pembatasan sosial berskala besar (PSBB) untuk mencegah penyebaran Covid-19. Walaupun produksi PCJL mengalami peningkatan dari tahun sebelumnya, tetapi pencapaian produksi PCJL Kwartal I tahun 2020 masih berada di bawah target yang ditetapkan pemerintah dalam APBN 2020.
Produksi PCJL tahun ini sudah ditopang oleh beroperasinya sumur baru dari lapangan Panen, akan tetapi hal ini juga diikuti penurunan alamiah dari lapangan – lapangan tua lainnya di wilayah Tanjung Jabung Barat.
“Kami juga mencatat adanya penurunan permintaan gas dari pembeli terkait kondisi perekonomian yang melambat sejak pandemi Covid-19,” tutur Dencio.
Hal ini turut mempengaruhi penyerapan gas dari lapangan-lapangan yang dioperasikan PCJL. Jika dibandingkan dengan target Rencana Kerja dan Anggaran (RKA) 2020 teknis dengan SKK Migas, produksi PCJL masih sesuai dengan target yang ditetapkan.
“Tahun 2020 menjadi tahun yang sangat berat untuk pelaku industri migas di seluruh dunia, bukan hanya di Indonesia. Dengan melambatnya laju pertumbuhan ekonomi, permintaan akan produksi migas menjadi sangat rendah sedangkan suplai minyak di pasar sangat tinggi,” kata Dencio.
Kondisi ini sempat menyebabkan harga minyak dunia menyentuh angka minus tahun ini. Harga minyak Indonesia (ICP) juga sempat mengalami penurunan tajam menjadi sebesar 20,66 USD/bbls pada bulan April 2020, jauh berbeda dari proyeksi ICP di awal tahun sebesar rata – rata 63 USD/bbls.
Hal ini juga tentunya akan sangat berpengaruh terhadap pendapatan negara dari sektor migas, pendapatan KKKS, dan akan berdampak terhadap proyek – proyek yang sudah direncanakan pada awal tahun 2020.
