Investasi hulu migas di bulan Januari 2021 mencatatkan kinerja yang menggembirakan, dengan realisasi investasi mencapai USD 873,2 juta atau 7,05 persen dari target USD 12,38 miliar. Capaian realisasi investasi ini lebih baik dibandingkan capaian investasi pada periode yang sama tahun 2020 yang sebesar USD 767,5 juta atau 5,55 persen dari target.
Realisasi investasi sepanjang bulan Januari 2021 digunakan untuk mendukung kegiatan eksplorasi, antara lain yang dilakukan oleh Pertamina EP, Pertamina Hulu Mahakam, ENI East Sepinggan, Pertamina Hulu Kalimantan Timur dan PHE OSES. Investasi juga digunakan untuk membiayai kegiatan pengembangan, utamanya untuk membiayai kegiatan pemboran sumur pengembangan seperti yang dilakukan oleh Pertamina Hulu Mahakam, Pertamina Hulu Sanga-Sanga, PHE ONWJ, ENI East Sepinggan, Pertamina Hulu Mahakam, Pertamina EP, Petronas Carigali Ketapang II, Exxon Mobile Cepu Ltd dan BP Tanguh.
Plt. Kepala Divisi Program dan Komunikasi SKK Migas Susana Kurniasih di Jakarta, senin 22/2 menyambut baik capaian ini. Menurutnya, capaian ini merupakan buah dari berbagai persiapan yang dilakukan SKK Migas dan KKKS untuk mengawal agar rencana kegiatan tahun 2021 sejak akhir tahun 2020.
"Sejak pembahasan WP&B, SKK Migas terus melakukan koordinasi dengan Kontraktor KKS dengan melakukan pengawasan dan asistensi terhadap rencana-rencana program kerja yang telah disetujui dalam work, program dan budget (W,PnB) 2021. “Kami melihat upaya mempercepat pelaksanaan program kerja di KKKS dengan mengupayakan penyelesaian dokumen pendukung pelaksanaan program tahun ini di akhir tahun 2020 telah menampakan hasil yang baik, sehingga realisasi investasi bulan Januari 2021 lebih tinggi secara jumlah maupun prosentasi dibandingkan periode yang sama tahun lalu,” kata Susana.
“Kerja keras SKK Migas dan KKKS menyelesaikan procurement list tahun 2021 di akhir tahun 2020 memberikan dampak positif bagi upaya percepatan proses pengadaan barang dan jasa di tahun ini. Selain itu, jumlah paket pengadaan terbanyak ada di bulan Januari 2021, sehingga KKKS akan memiliki waktu yang lebih panjang untuk melaksanakan operasional pengelolaan hulu migas”, ujar Susana.
Dia menambahkan upaya mengawal investasi hulu migas terus dilakukan dari berbagai aspek termasuk didalamnya perizinan dan pengadaan barang serta jasa. “Kami berharap dengan tidak ada kendalanya pada proses pengadaan akan memberikan kontribuasi bagi penyerapan investasi yang optimal. Karena investasi membutuhkan dukungan dari berbagai instansi terkait, SKK Migas terus melakukan koordinasi intensif, termasuk dengan Badan Koordinasi Penanaman Modal (BKPM) agar program kerja 2021 dapat dijalankan sesuai dengan target yang telah ditetapkan”.

Realisasi investasi yang menggembirakan tersebut, berdampak pula pada kelancaran proyek-proyek hulu migas. Dari target proyek hulu migas onstream sebanyak 12 (dua belas) proyek di tahun , pada bulan Januari 2021 telah onstream 2 (dua) proyek yaitu proyek KLD ONWJ dengan nilai investasi USD 34 juta dan proyek supply gas ke kilang Pertamina refinery unit 5 Balikpapan dengan nilai investasi USD 27 juta. Pada bulan Februari 2021 direncanakan akan onstream proyek West Pangkah dengan nilai investasi USD 46 juta.
Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) adalah institusi yang dibentuk oleh pemerintah Republik Indonesia melalui Peraturan Presiden (Perpres) Nomor 9 Tahun 2013 tentang Penyelenggaraan Pengelolaan Kegiatan Usaha Hulu Minyak dan Gas Bumi. SKK Migas bertugas melaksanakan pengelolaan kegiatan usaha hulu minyak dan gas bumi berdasarkan Kontrak Kerja Sama. Pembentukan lembaga ini dimaksudkan supaya pengambilan sumber daya alam minyak dan gas bumi milik negara dapat memberikan manfaat dan penerimaan yang maksimal bagi negara untuk sebesar-besar kemakmuran rakyat.
