JAKARTA – Kementerian Lingkungan Hidup dan Kehutanan (KLHK) Terus mengebut distribusi ijin pengelolaan Perhutanan Sosial pada masyarakat. Ada 12,7 juta hektar yang harus dibagikan pada masyarakat. Pada akhir pemerintahan Jokowi, ditargetkan 4 juta hektar hutan sudah dikelola masyarakat.
Dirjen Perhutanan Sosial dan Kemitraan Lingkungan KLHK Hadi Daryanto mengungkapkan bahwa perhatian khusus presiden terhadap konsesi lahan Perhutanan Sosial adalah momentum yang tepat untuk mempercepat penyerahan pengelolaan hutan.
Ia menyebut, upaya konsesi sejak tahun 2007 hingga tahun 2016 hanya bisa mendistribusikan 494 ribu hektar. Dulunya ijin pengelolaan hutan berada di tangan Gubernur dan Walikota. Para kepala daerah tersebut kerap tersandera kepentingan elit politik sehingga distribusi ke masyarakat lambat.
“Bupati dan Gubernur harus berhitung ijinnya mau dikasih ke siapa, pengaruhnya juga pada suara,” kata Hadi di kantor KHLK, Jakarta kemarin (5/9).
Pada akhir tahun 2016, melalu Permen LHK nomor 83 tahun 2016, maka seluruh kewenangan pemberian izin ditarik dari Bupati dan Gubernur. Sistem percepatan kemudian mulai dibuat di KLHK dengan penyederhanaan peraturan.
Dengan penyederhananaan ini, kecepatan distribusi meningkat. Dari November hingga Agustus 2016 saja, distribusi ijin pengelolaan hutan pada masyarakat sudah berhasil menyentuh angka 604.373 hektar. ”Itu hanya dalam waktu 8 bulan,” kata Hadi.
Hadi menyebut, Pihaknya telah memiliki daftar 4.700 orang warga di sekitar hutan yang dianggap mampu dan mumpuni dalam mengelola hutan. Tim KLHK terus blusukan untuk melakukan verifikasi. Medorong warga agar mau berpartisipasi untuk mengolah hutan.
Menurut hadi, Konsesi perhutanan sosial akan merubah banyak hal. Pengelolaan hutan dan insustri kayu di hulu nantinya akan murni dikelola oleh rakyat. Sementara korporasi sebagai pemilik modal dan teknologi akan bergerak di bidang pengolahan serta pemasaran.
Dengan demikian, Koorporasi tidak lagi terbebani untuk mengeluarkan biaya perencanaan dan pemetaan hutan, perawatan tanaman, infrastruktur logging, biaya keamanan hutan, hingga biaya pengawasan hutan. “5 biaya itu mahal lho, apalagi yang infrastruktur dan pengawasan,” kata Hadi.
Untuk masa-masa awal, masyarakat yang dipasrahi ijin pengelolaan hutan akan diberi bantuan alat produksi, pendampingan dan pelatihan. Kalau butuh biaya, ada Badan Layanan Umum (BLU) Pusat Pembiayaan dan Pembangunan Hutan (PPH) yang mengelola dana bantuan bergulir berbunga rendah. Kementerian BUMN juga akan mendorong bank-bank pemerintah untuk mengucurkan Kredit Usaha Rakyat (KUR).
Selain itu, KLHK juga akan memberikan bantuan berupa akses pemasaran, promosi, serta pertemuan bisnis dengan para pengusaha kayu. “Rakyat sudah paham cara berbisinis di hutan, cuma mereka nggak punya lahan saja,” pungkas Hadi.
