JAKARTA - Pemerintah mulai serius mengejar target peningkatan bauran energi baru terbarukan sebesar 23 persen pada 2025. Hal itu terlihat dari investasi PLN untuk membangun pembangkit listrik tenaga panas bumi (PLTP) di enam wilayah kerja panas bumi (WKP).
Direktur Pengadaan Strategis I PT PLN (Persero) Nicke Widyawati menuturkan, pihaknya telah mendapat dana USD 640 juta dari PT Sarana Multi Infrastruktur (SMI). Dana itu digunakan untuk mencari sumber uap panas bumi dan membangun PLTP. ’’Enam WKP sudah mendapatkan penugasan dan surat keputusannya sudah diterima,’’ ujarnya saat ditemui di Balai Kartini, Jakarta, kemarin (13/9).
Enam WKP tersebut berpotensi menghasilkan listrik 160 mw. Relatif kecil jika dibandingkan dengan target kapasitas terpasang PLTP sebesar 6.700-700 mw pada 10 tahun mendatang. Setelah mendapatkan dana pinjaman, PLN akan melakukan survei lanjutan dan pengeboran.
Selain itu, PLN tengah mempersiapkan pengembangan delapan WKP lainnya. PLN berencana menggandeng pihak ketiga untuk menjadi anggota konsorsium. ’’Jadi bisa lebih cepat,’’ tambah Nicke.
Menurut Direktur Panas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) Yunus Saefulhak, enam WKP yang akan digarap PLN berada di Atedei (NTT), Songa Wayaua (Maluku Utara), Tangkuban Perahu (Jawa Barat), Borapulu (Sulteng), Oka Ile Ange (NTT), dan Gunung Sirung (NTT).
Dana pinjaman untuk PLN tersebut berasal dari Geothermal Fund yang dikelola SMI. Total dana Geothermal Fund baru Rp 3,8 triliun. Sumbernya berasal dari APBN senilai Rp 3,1 triliun dan Bank Dunia Rp 711 miliar.
Sementara itu, hingga 2019, Menteri Energi dan Sumber Daya Mineral (ESDM) Ignasius Jonan menjanjikan ada tambahan pasokan listrik dari EBT sebesar 3 ribu mw. Sepanjang 10 bulan terakhir, tutur Jonan, telah dilakukan akad jual-beli listrik (power purchase agreement) dari pembangkit EBT.
Selain itu, ada pasokan listrik baru dari PLTP sebesar 300 mw. ”Dengan segala hormat kepada pendahulu saya, saya kira tidak ada yang bisa sampai 700 mw dalam 10 bulan,’’ kata mantan Dirut PT KAI tersebut.
Hingga saat ini, bauran energi dari EBT sudah mencapai 12 persen. Agar listrik dari EBT tetap terjangkau, pemerintah mendorong konsumsi listrik dari panas bumi dan air. Sejalan dengan penyediaan pasokan listrik tersebut, konsumsi listrik untuk sektor transportasi akan ditingkatkan.
Targetnya, tidak ada lagi konsumsi bahan bakar minyak dalam transportasi. ’’Kalau bisa mulai berjalan. Prancis pada 2040 sudah tidak boleh menjual mobil bahan bakar fosil. India malahan 2030,’’ ujarnya.
Jika pasokan energi listrik berasal dari energi ramah lingkungan domestik, ketergantungan pada penggunaan bahan bakar minyak akan menurun.
