JAMBI - Sekretaris Daerah Provinsi Jambi, H. Sudirman, SH,MH menekankan pentingnya membangun sinergitas pengawasan antara Organisasi Perangkat Daerah (OPD) dan para pejabat fungsional pengawas urusan pemerintahan didaerah. Demikian penekanan Sekretaris Daerah Provinsi Jambi H.Sudirman, SH,MH, M.Pd saat membuka Pelatihan Pembentukan Jabatan Fungsional Pengawas Penyelenggaraan Urusan Pemerintah (P2UPD) Inspektorat Daerah Provinsi Jambi tahun 2020 bertempat di aula BPSDM Provinsi Jambi, Senin (16/11). Hadir pada kesempatan tersebut Kepala BPSDM Provinsi Jambi H.M Iskandar Nasution,SH,M.Si. Kegiatan ini akan dilaksanakan pada 16 s.d 28 Novmber 2020.
Disampaikan Sekda bahwa Pemerintahan Daerah yang baik dan profesional, pastinya adalah Pemerintahan Daerah yang bisa melaksanakan urusan pemerintahan daerahnya masing-masing dengan baik. Pembagian urusan pemerintahan berdasarkan UU 23 tahun 2014 melipuiti tiga urusan, yaitu urusan absolut, urusan pemerintahan umum dan urusan konkuren.
Dijelaskan Sekda bahwa peran P2UPD akan sangat penting dan sangat strategis dalam mensupport Pemerintah Daerah agar betul-betul mampu melaksanakan urusan pemerintahannya di daerah. Untuk itu sinergitas antara Organisasi Perangkat Daerah (OPD) dan para pejabat fungsional pengawas urusan pemerintahan didaerah sangat diperlukan.
"Jabatan Fungsional Pengawas Penyelenggaraan Urusan Pemerintahan di Daerah (P2UPD), mempunyai tugas melaksanakan pengawasan atas penyelenggaraan urusan pemerintahan daerah di luar pengawasan keuangan yang meliputi, pertama, pengawasan atas pembinaan pelaksanaan urusan pemerintahan, kedua, pengawasan atas pelaksanaan urusan pemerintahan, ketiga, pengawasan atas peraturan daerah dan peraturan Kepala Daerah, keempat, pengawasan atas dekonsentrasi dan tugas pembantuan, kelima pengawasan untuk tujuan tertentu “ ujar Sekda.
Ditegaskan Sekda bahwa pentingnya sinergitas dimaksud, tidak saja berkaitan dengan fungsi dan peran pengawasan di daerah, tetapi juga menjamin peningkatan profesionalisme pejabat fungsional, serta bagaimana meningkatkan eksistensi fungsional itu sendiri.
“Sinkronisasi pengawasan antar Inspektorat kabupaten/kota dengan inspektorat provinsi dan inspektorat jenderal, pada dasarnya telah terjalin melalui kegiatan koordinasi dan sinergitas pengawasan, antara pusat dan daerah dalam mewujudkan tata kelola pemerintahan yang baik dan bersih, melalui strategi pada pencegahan berdasarkan prioritas, fokus dan resikonya.
Oleh sebab itu, kata Sekda, perlu adanya pencanangan sasaran pembangunan yang efektif dan efisien, untuk meningkatkan birokrasi pelayanan masyarakat, dengan arah kebijakan penciptaan tata pemerintahan yang baik, melalui peningkatan peran internal auditor sektor publik. Jabatan fungsional auditor dan jabatan fungsional P2UPD merupakan unsur penting dalam mendukung tugas pokok dan fungsi Inspektorat sebagai aparat pengawasan internal,” terang Sekda.
Dilanjutkan Sekda bahwa pejabat P2UPD diharapkan mampu melakukan pendekatan preventif atau pencegahan. “ Oleh karena itu pembentukan P2UPD diharapkan dapat fokus pada perbaikan sistem. Saya yakin jika sistem diperbaikan akan meminimalisir terjadinya kesalahan.
Kepala BPSDM Provinsi Jambi H.M Iskandar Nasution,SH,M.Si. dalam laporannya menyatakan bahwa tujuan dari pelatihan ini adalah meningkatkan kompetensi agar mampu memahami peran dan pembagian tugas pengawas sesuai dengan peraturan yang berlaku.
“ Pelatihan kompetensi ini sudah menjadi kebutuhan dalam suatu pemerintahan, ketika aparaturnya mengembangkan kretifitas dengan gagasan cemerlang. Perlu dipahami bersama melalui pelatihan ini lah pemerintah ingin menciptakan kompetensi Aparatur Sipil Negara dalam melaksanakan tugas dan tanggungjawabnya secara benar.
