Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) memberikan persetujuan Optimasi Pengembangan Lapangan (OPL) Sumatra Light Oil Tahap-2 Wilayah Kerja (WK) Rokan yang dikelola oleh Kontraktor Kontrak Kerja Sama (KKKS) Pertamina Hulu Rokan (PHR).
Dengan disetujuinya OPL tersebut, diperkirakan akan diperoleh tambahan cadangan migas sebesar 90,7 juta barel minyak dengan puncak produksi sekitar 40 ribu BOPD (barel minyak per hari) di WK Rokan.
“SKK Migas terus berkomitmen untuk mendukung pengembangan WK Rokan, sebagaimana kita ketahui bersama bahwa WK Rokan masih menjadi tulang punggung produksi minyak nasional dengan rata-rata produksi sebesar 160 ribu BOPD saat ini. Kami berharap, dengan disetujuinya OPL Tahap ke 2 maka PHR dapat mencapai target produksinya di tahun ini sebesar 180 ribu BOPD,” kata Kepala SKK Migas Dwi Soetjipto pada Kamis (28/4).
Adapun ruang lingkup dari OPL Tahap-2 yang disetujui SKK Migas meliputi, antara lain, pengeboran 821 sumur dan pemutakhiran fasilitas produksi untuk mengelola tambahan minyak tersebut.
Dwi menambahkan, total investasi yang akan digelontorkan dalam OPL Tahap-2 adalah sekitar Rp. 35 trilyun dengan estimasi gross revenue sebesar Rp. 78 trilyun dengan perkiraan pendapatan negara sekitar Rp. 29 trilyun.
“Tentunya kami berterima kasih kepada Pertamina melalui PHR yang telah merealisasikan komitmen mereka untuk tetap berinvestasi di WK Rokan. Selain berupaya untuk dapat memenuhi target produksi nasional, investasi ini diharapkan juga mampu memberikan multiplier effect kepada masyarakat di Provinsi Riau” lanjut Dwi.
Multiplier effect yang diharapkan adalah terciptanya bisnis penyedia barang dan jasa bagi para pengusaha lokal, terbukanya kesempatan untuk lapangan usaha, penyerapan tenaga kerja lokal, dan adanya program tanggung jawab sosial dari KKKS.
“Industri hulu migas tidak hanya memberikan dampak positif yang bersifat teknis, tetapi juga non-teknis utamanya bagi masyarakat di sekitar wilayah operasi,” tutur Dwi.
