BATANGHARINEWS COM - Kinerja PDAM Tirta Muaro Jambi mendapat predikat  kategori kurang sehat dari Badan Peningkatan Penyelengaraan Sistim Penyediaan Air Minum (BPPSPAM). Predikat itu diberikan setelah BPPSPAM melakukan evaluasi terhadap 18 indikator penilaian pada PDAM Muaro Jambi. 

 

" Ada tiga predikat penilaian kinerja PDAM. Kategori sakit, kurang sehat dan sehat. PDAM Tirta Muaro Jambi masuk kategori kurang sehat, " kata Ketua Badan Peningkatan Penyelengaraan Sistim Penyediaan Air Minum (BPPSPAM) Muaro Jambi,  Adi Budi Darma, saat ditanyai awak media Jumat (9/8)


Adi Budi Darma mengatakan, penilaian kinerja PDAM dilakukan terhadap 18 indikator yang terbagi empat aspek. Keempat aspek itu meliputi keuangan, pelayanan, produksi dan sumber daya manusia. 


" Hasil penilaian kita, empat aspek ini masih penuh dengan masalah," ujarnya. 


Berbagai persoalan yang dialami PDAM Muaro Jambi terhadap empat aspek ini kemudian dibebeberkan Adi. Pada Aspek keuangan, PDAM Tirta Muaro Jambi ternyata memiliki masalah dengan tunggakan pelanggan. 


Angka tunggakan pelanggan PDAM Tirta Muaro Jambi hingga akhir 2018 lalu mencapai Rp13 milliar lebih. Angka tunggakan pelanggan ini diperparah dengan adanya kelompok masyarakat yang kompak berjamaah tidak mau membayar tagihan. Kejadian ini terjadi di Desa Sekernan. 


" Warga Sekernan ini sudah hampir lima tahun tidak mau membayar tagihan PDAM. Angka tunggakan di Sekernan saja mencapai Rp3 Miliar," kata Adi


Adi menyebut, lebih dari 300 sambungan PDAM yang terpasang di Desa Sekernan. Jumlah tunggakan pelanggan di desa itu rata-rata di atas Rp10 juta. 


" Bayangkan saja, ada yang sampai 89 bulan tidak bayar tagihan," ujarnya. 


Aspek keuangan, kata Adi, memiliki peranan yang sangat penting dalam pengelolaan sebuah perusahaan. Sebab, untuk melakukan produksi membutuhkan dana operasional. 


" Salah satu tugas BPPSPAM adalah memberikan bantuan menejemen. Saran dan masukan kita berikan untuk memperbaiki masalah keuagan ini," ujarnya


Tidak hanya masalah keuangan saja yanh bermasalah. PDAM muaro Jambi turut bermasalah dalam aspek Sumber Daya Manusia. Semangat dan etos kerja karyawan PDAM Muaro Jambi sangat lemah. 


" Dari empat aspek tadi, aspek SDM ini paling penting. Kalau SDM itu memiliki semangat kerja, etos kerja dan memiliki banyak inovasi, kinerja PDAM akan berubah drastis," ujarnya.


Jumlah Karyawan PDAM Muaro Jambi turut disorot BPPSPAM. jumlah karyawan yang ada saat ini disebut tidak sebanding dengan jumlah pelanggan. 


" Jumlah pelanggan saat ini sebanyak 12.322 satuan rumah (SR) , sementara jumlah karyawan sebanyak 144 orang. Jumlah karyawan itu jelas terlalu banyak. Makanya saya sarankan, kalau ingin menambah satu orang karyawan, maka dia harus mampu menambah pelanggan sebanyak 125 SR," katanya.


Demikian halnya dengan aspek pelayanan. Pelayanan PDAM Muaro Jambi ternyata berada pada kisaran 30 persen. " Pelayanannya belum optimal, baru diangka 30 persen. Masih sangat jauh," ujarnya. 


Sementara aspek yang terakhir yaitu aspek produksi juga tidak luput dari masalah. Produksi PDAM tidak berjalan lancar lantaran peralatan banyak yang rusak. 


" Peralatannya banyak rusak, alat yang ada saat ini banyak yang mesti diganti. Termasuk water meter. Usia di atas lima tahun harus diganti semua. Masa peninggalan Kabupaten Batanghari masih dipakai, " kata Adi Budi Darma.(std)
