BATANGHARINEES.COM - Dalam rangka merealisasikan rencana kerja SKK Migas 2020, maka SKK Migas terus melakukan koordinasi dan komunikasi dengan stakeholders terkait. Senin, 20 Januari 2020 Kepala SKK Migas Dwi Soetjipto didampingi jajaran deputi SKK Migas, penasehat ahli, dan tenaga ahli Komisi Pengawas SKK Migas mengadakan kunjungan ke Kapolri Jenderal Polisi Idham Azis dalam rangka meningkatkan koordinasi pengamanan operasi dan aset hulu migas. Pada acara tersebut, Kapolri didampingi antara lain Kabareskrim, Kabarhakam, Kadiv Propam, Karo penmas Divisi Humas Polri dan jajaran terkait lainnya.
Pada kesempatan tersebut, Kepala SKK Migas menyampaikan operasional hulu migas 2019 serta rencana tahun 2020. Potensi hulu migas di Indonesia yang masih besar, karena dari 128 cekungan, yang berproduksi adalah 20 cekungan, dalam status eksplorasi adalah 35 cekungan dan sebanyak 73 cekungan masih menanti untuk dapat dieksplorasi. Hulu migas adalah salah satu adalan sumber pemasukan negara dan berperan besar sebagai penggerak perekonomian nasional. Untuk mendorong kontribusi yang lebih besar dan sektor ini kembali mampu menghasilkan produksi 1 juta BOPD di tahun 2030, SKK Migas telah sedang melakukan 5 (lima) transformasi dan menerapkan 4 strategi pencapaian. Untuk meningkatkan transparansi dan pengawasan yang lebih efektif, tanggal 31 Desember 2019 pada pergantian tahun di launching integrated operation center (IOC) dan minggu lalu menyusul one door service policy (ODSP).
Salah satu penyebab tidak optimalnya operasi hulu migas adalah adanya gangguan illegal drilling dan illegal tapping yang mengganggu operasional KKKS. Aktivitas illegal ini menyebabkan terjadinya kecelakaan dan merusak lingkungan. “Kegiatan illegal ini menyebabkan gangguan investasi dan menyebabkan tidak optimalnya produksi migas nasional. Kegiatan illegal tersebut juga menyebabkan berkurangnya penerimaan negara”, kata Kepala SKK Migas. Dwi Soetjipto menambahkan, kunjungan SKK Migas sekaligus merupakan laporan kepada Kapolri yang merupakan salah satu anggota Komisi Pengawas SKK Migas. Komisi Pengawas SKK Migas terdiri atas Menteri ESDM sebagai Ketua Pengawas, dengan anggota adalah Menteri Keuangan, Menteri Lingkungan Hidup dan Kehutanan, Kapolri dan Kepala BKPM.
Kapolri Jenderal Polisi Idham Azis menyampaikan bahwa migas telah menjadi perhatian khusus dari Presiden. Terjadi kebocoran dan menyebabkan kerugian bagi negara. Polri akan memberikan dukungan yang terbaik dalam menjalankan program Pemerintah dan sudah menugaskan Kabareskrim untuk membuat satgas. “Agar efektif, dibentuk laison officer (LO) di SKK Migas dan Kabareskrim. Dalam catatan kepolisian, daerah yang menonjol adanya kegiatan illegal drilling dan illegal tapping adalah Jambi, Riau dan Sumatera Selatan”, kata Kapolri. “Harus ada tindakan yang dapat memberikan efek jera kepada para pelaku illegal agar tidak terjadi lagi dimasa mendatang”, ujar Kapolri.
Pada kesempatan tersebut, Kabareskrim Komjen Polisi Listyo Sigit Prabowo menyampaikan telah dilakukan koordinasi dengan perusahaan di sektor hulu dan hilir Migas. Upaya
meningkatkan pengamanan yang dilakukan oleh Polri telah memberikan dampak positif, antara lain salah satu daerah operasi hulu migas mampu meningkatkan lifting sebesar 500 barrel.
Sejak ditandatangani di bulan September 2018, pelaksanaan kerjasama antara SKK Migas dan POLRI tentang penyelenggaraan pengamanan dan penegakan hukum kegiatan usaha hulu migas telah diimplementasikan di wilayah Polda Aceh, Polda Riau, Polda Jambi, Polda Sumatera Selatan, Polda Jawa Barat, Polda Jawa Timur, Polda Kalimantan Timur, Polda Sulawesi Tengah dan Polda Papua Barat yang melibatkan 17 KKKS di Aceh sampai Papua Barat.
