TANJAB BARAT - Kepala Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Tanjab Barat, Rajiun Sitohang mengatakan, dinas Pendidikan Tanjung Jabung Barat (Tanjabbar) diangap lelet dalam bekerja.
Terutama terkait rekonsilidasi belanja, baik itu dana APBD nya maupun belanja dana BOS.
Menurutnya, konsilidasi belanja belum lagi klop, secara otomatis akan berpengaruh terhadap rekonsilidasi aset nya. Jika rekonsilidasi nya tidak dilaksanakan berjalan dengan baik, maka akan berakibat keterlambatan dalam penyusunan laporan keuangan daerah," ujar Rajiun pada Selasa (21/1/20).
Rajiun berujar, sesuai dengan yang ditargetkan, 15 Februari 2020 penyusunan laporan keuangan pemerintah daerah ini harus sudah selesai.
"Tapi kalau begini ada OPD yang lelet dan tidak komit, ya mohon maaf. Target yang diberikan BPK kepada kita sampai 15 Februari bisa saja molor," katanya.
Rajiun menyebut, memang ada beberapa OPD masih dalam proses penyusunan laporan keuangan nya, namun dinas Pendidikan dan Kebudayaan yang menjadi sorotan serius oleh BPKAD.
"Kalau kita angap mereka tidak berkerja, kita kan bukan atasan didinas tersebut. Yang berkerja tidak berkerja itu dari atasannya lah," cetusnya.
Rajiun menyebut, BPKAD sebagai penyusun laporan keuangan daerah, menilai dinas Pendidikan mengalami keterlambatan dan kurang memberikan respek yang positif.
"Inikan kita anggap mengganggu Pemda. Bagaimana nantinya bisa mengelola aset dengan baik, sedangkan OPD nya masih ada yang lelet," sebutnya.
Saat disinggung adakah sangsi tegas untuk diberikan Pemkab terhadap OPD yang lamban dalam menyusun laporan keuangan daerah, terutama kepada Disdik? Kata rajiun seharusnya sangsi tetap ada diberikan kepada OPD terkait.
"Akan tetapi kalau OPD tidak mau mendukung, yang tidak berkinerja dengan baik harusnya diberikan sangsi," ujarnya.
Ia dengan tegas menyatakan, apabila rekonsilidasi belanja, baik itu dana APBD nya maupun belanja dana BOS tidak direspon dengan baik di setiap OPD, maka akan ada sangsi berupa sangsi Uang Persediaan (UP).
"Tidak diperkenankan mencairkan uang persediaan. Uang muka ke OPD tidak akan kita bayarkan apabila tidak menyelesaikan rekonsilidasi belanja, baik itu dana APBD nya maupun belanja dana BOS. Disini kita buat barometer dan portal-portalnya agar OPD jangan seenaknya saja," tegasnya.
