BATANGHARI- Ketua DPRD Kabupaten Batanghari, Anita Yasmin, SE secara langsung pimpin rapat Lintas Komisi DPRD Batanghari. Rapat lintas komisi ini tidak lain membahas tunda bayar APBD tahun 2020.
Rapat berlansung di ruang rapat Banggar (Badan Anggaran) tersebut juga dihadiri Wakil Ketua DPRD Batanghari Ilhamuddin, Kaban Bakeuda Muhammad Azan, Asisten III Setda Batanghari Drs. H. Iskandar M.Pd, seluruh fraksi DPRD, Ketua forum BPD dan Perwakilan dari Perangkat Desa Kabupaten Batanghari.
Kaban Bakeuda Batanghari, H. Muhammad Azan, SH menyebutkan, berdasarkan Permendagri nomor 64 tahun 2020 apabila terjadi kekosongan kas, dan sumber-sumber lain, Pemerintah Daerah boleh berhutang dari pihak ke tiga dan lain sebagainya target yang tidak tercapai Rp 105 Milyar.
Ia juga menyebutkan, pemerintah daerah atau provinsi boleh berhutang, bahwa pendapatan tidak mencapai seratus persen baik itu kabupaten maupun provinsi.
Mengenai dengan kepastian akan gajian atau tidak, gajian PNS akan bayarkan hari ini Selasa, (05/01/2020) pukul 14.45 WIB.
Mengenai PTT yang berjumlah 4.900 dengan kondisi defisit anggaran saat ini, seharusnya harus berhemat, PTT dan TPP akan bayarkan paling lambat di bulan Februari tahun 2021.
”Kia akan membayar di bulan Januari mendahulukan yang pokok-pokok dulu, seperti guru PAMI, pegawai syarak, BPD, Perangkat Desa, dan lain-lain sebagainya,” kata Azan.
Berkenaan dengan penyaluran harus ada pengesahan APB-Des bagi desa yang sudah selesai tahun 2021 akan segera bayarkan.
Sementara Ketua DPRD Kabupaten Batanghari, Anita Yasmin, SE mengatakan, terkait tunda bayar Anggaran Pendapatan dan Belanja Daerah (APBD) tahun 2020 masih belum bisa memastikan kapan terealisasinya.
”Sama seperti kata Kaban Bakeuda saat rapat berlangsung, realisasi tunda bayar tersebut belum bisa di pastikan, entah itu di pertengahan Januari, Pebuari bahkan bisa hingga Maret mendatang,” ujarnya, Selasa (5/1/2021).
Ia juga menambahkan, untuk tunda bayar yang terjadi saat ini, tidak akan membebani Anggaran Pendapatan dan Belanja Daerah (APBD) di tahun 2021.
”Dalam hal ini sudah kita tekan kan, bahwa tunda bayar yang terjadi saat ini tidak akan memengaruhi APBD pada tahun 2021,” katanya.
Anita juga berharap, skema yang telah di rancang bersama Tim Anggaran Pendapatan Daerah (TAPD) Kabupaten Batanghari dapat berjalan sesuai dengan harapan bersama.
”Semoga skema yang di putuskan pada rapat lintas komisi ini dapat terealisasi, sehingga nantinya hak – hak yang seharusnya telah di salurkan dapat terakomodir,” pungkasnya.
