Dilantiknya Fajarman sebagai Sekda devinitif terang bupati, setelah melalui proses pemilihan sekda, diawali dari assessment dua bulan lalu, sehingga tahapan-tahapan dari assessment sebanyak 31 orang menjadi tujuh orang.
‘’Tujuh orang itu kemudian diseleki lagi melalui uji kompetensi karya tulis dan wawancara, sehingga mengerucut menjadi tiga orang. Nah tiga orang inilah yang kita kirim ke KSN dan ketiganya mendapat persetujuan,’’ ujar Bupati.
Kemudian lanjut bupati, KSN menyarankan peserta yang meraih nilai tertinggi pada tahapan assessment tersebut, yang akan menjadi Sekda Kabupaten Merangin devinitif.

H Mashuri mengaku bersyukur, karena setelah sempat tiga tahun tidak mempunyai Sekda devinitif, akhirnya Jumat (01/10/21), Kabupaten Merangin telah memiliki Sekda difenitif.
Terpisah, Fajarman saat dikonfirmasi  mengaku bersyukur, Sekda devinitif telah dilantik. Namun sebenarnya dibalik itu ada tugas berat yang akan dilaksanakan untuk membantu bupati dalam melaksanakan tugas dua tahun kedepan.
‘’Pertama sama-sama kita ketahui kondisi Covid-19 sampai dua tahun kedepan masih ada imbasnya, kedua beban Kabupaten Merangin juga semakin berat. Dengan Covid-19, banyak yang terkontraksi,’’ ujar Fajarman.
 Terkontraksi itu, baik dana-dana perimbangan dan dana-dana lainnya otomatis berkurang, sehingga harus melakukan strategi-strategi, dimana dengan kondisi yang ada, bagaimana Kabupaten Merangin tetap bisa bertahan.
Selain itu, untuk penerapan reformasi birokrasi, kita harus melakukan pembenahan-pembenahan, mengembalikan sesuai dengan kompetensinya masing-masing dan melakukan pelayanan kepada masyarakat.
 ‘’Pelayanan kepada masyarakat itu, tidak lagi melakukan pelayanan prima lagi, tapi bagaimana bisa melakukan pelayanan yang sudah terakreditasi dan standarisasi. Ini memang berat dengan waktu yang singakat, mohon doa dan dukungan semua,’’ tandas Fajarman.
