Jakarta – 8 Juni 2022. Untuk memenuhi target lifting migas nasional tahun 2022, Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) terus mendorong Kontraktor Kontrak Kerja Sama (KKKS) agar dapat segera merealisasikan komitmen kerja serta melakukan upaya-upaya peningkatan produksi dengan memanfaatkan momentum tingginya harga migas dunia saat ini.

Hal tersebut disampaikan Kepala SKK Migas Dwi Soetjipto pada Rabu (8/6) dalam acara Rapat Kerja Bidang Operasi SKK Migas - KKKS. “Kondisi harga minyak dan gas dunia saat ini seharusnya dapat dimanfaatkan oleh KKKS untuk melakukan aktivitas yang berdampak langsung pada produksi, terlebih pemerintah telah menunjukkan komitmennya untuk membuat iklim industri hulu migas yang lebih atraktif dengan berbagai kemudahan perizinan dan insentif,” katanya.

Dwi menambahkan, tingginya pelaksanaan kegiatan hulu migas telah ditunjukkan pada program tahun 2022, khususnya pengeboran sumur pengembangan yang dapat berkontribusi langsung terhadap peningkatan produksi migas nasional. 

Berdasarkan data realisasi jumlah sumur pengembangan dan kegiatan well service per April 2022, realisasinya lebih tinggi jika dibandingkan realisasi April 2021 secara year on year. Dimana realisasi untuk sumur pengembangan mencapai 197% dan kegiatan well service 194%. 

“Artinya secara kegiatan, hulu migas telah melakukan dua kali lipat dari tahun sebelumnya, namun hasilnya belum cukup untuk memenuhi target lifting tahun ini. Untuk itu SKK Migas akan memastikan komitmen program kerja KKKS dapat terlaksana dengan baik serta bersama-sama merumuskan upaya-upaya terobosan peningkatan produksi dalam kegiatan ini,” ujar Dwi.

Dwi kemudian menjelaskan, SKK Migas memiliki enam strategi jangka pendek sebagai upaya untuk memenuhi target lifting migas tahun 2022 yaitu percepatan program filling the gap, reaktivasi idle well dan idle field, optimalisasi planned shutdown & menurunkan frekuensi unplanned shutdown, efficiency fuel & zero flare gas program, dan pengurasan stock.

“Saya minta SKK Migas bersama KKKS dapat membedah lebih detil realisasi dari tiap strategi dan rencana kedepan sehingga segala kendala yang terjadi dapat kita mitigasi risikonya. Selain itu, agar dapat juga dipastikan pelaksanaan komitmen program KKKS dan estimasi angka penambahan produksi untuk Semester II 2022,” kata Dwi.

Dalam acara yang sama, Direktur Jenderal Minyak dan Gas Bumi Kementerian ESDM RI Tutuka Ariadji menyampaikan Direktorat Jenderal Migas bersama SKK Migas terus berupaya untuk menyusun regulasi yang dibutuhkan oleh para investor agar visi jangka panjang produksi 1 juta BOPD (barel minyak per hari) dan 12 BSCFD (milyar standar kaki kubik per hari) gas pada 2030 dapat tercapai.

“Realisasi produksi migas nasional masih jauh dari apa yang direncanakan, untuk itu diperlukan kolaborasi serta langkah taktis antara seluruh pemangku kepentingan hulu migas untuk mencapai target-target yang ditetapkan pemerintah,” ungkap Tutuka.

Tutuka juga mendorong SKK Migas bersama KKKS untuk dapat  mengadopsi penggunaan teknologi hulu migas terkini. “Implementasi teknologi yang akan berdampak langsung terhadap peningkatan produksi perlu dimaksimalkan. Kami juga berharap SKK Migas dan KKKS dapat memberikan solusi terhadap adanya perbedaan yang terjadi antara rencana dan realisasi produksi tahun 2022,” pungkasnya.
