Apel tersebut semestinya jelas bupati digelar pada Selasa (08/4), namun karena pada hari itu masih banyak bapak dan ibu melakukan Flexible Working Arrangement (FWA) ASN dari rumah, maka hari ini tidak ada alasan lagi untuk tidak hadir.
‘’Sebagai pelayan masyarakat, sebagai abdi negara, sebagai bupati Merangin, saya  menekankan  soal disiplin pegawai. Bentuk dari rasa tanggungjawab bapak dan ibu kepada masyarakat harus mengabdikan diri sesuai dengan tupoksinya,’’jelas Bupati.
H M Syukur berpesan kepada Satpol PP Merangin, harus benar-benar melaksanakan kewajibannya. Tidak usah takut, tidak usah lagi ‘melihat kiri dan kanan’, sepanjang aturan itu benar, Satpol PP wajib melaksanakannya.
‘’Lakukan pencegahan kepada masyarakat. Paling penting adalah pencegahan. Apalagi sekarang kita  ingin menata Kota Bangko menjadi lebih baik, menertibkan semua sesuai dengan tempatnya,’’terang M Syukur.
Tidak ada lanjut bupati, yang melarang orang Merangin untuk berjualan atau berdagang, tetapi pada prinsipnya ada tempatnya. Penataan kota dilakukan supaya lebih baik, sehingga akan banyak orang  berkunjung ke Bangko.
Bupati berpesan kepada Satpol PP, setiap ada pedagang yang melakukan jualan di trotoar, di atas irigasi air, di ruang RTH dan sebagainya, sepanjang menurut aturannya tidak boleh, dipersilahkan melakukan penertiban, jangan menunggu intruksi  bupati.
Seluruh kepala sekolah, jangan pikirkan soal jabatan, dana bos, proyek, tapi  harus berfikir bagaimana mutu pendidikan kita,  harus meningkat, harus berbenah, harus kreatif, harus inovatif, harus diajak anak-anak belajar dengan baik.
Anak-anak sekolah harus diajarkan sikap gotong royong karena sekarang sudah jarang tahu gotong royong. Jangan beratkan anak-anak sekolah dengan Pekerjaan Rumah (PR), lebih banyak diselesaikan di sekolah karena sudah full day school.
Terpenting ajarkan dan pantau anak-anak dalam menggunaan teknologi informasi (IT), karena penggunaan dunia teknologi sulit dikontrol. Ajarkan anak-anak menggunakan IT yang benar.
Dibutuhkan peran kepala sekolah dan guru-guru untuk mengontrol itu, apalagi program Pemerintah membantu anak-anak di setiap kecamatan untuk belajar bahasa asing secara gratis.
Kepada Kepala Puskesmas (Kapus) bupati minta untuk memberikan pelayanan prima kepada masyarkat. Kesehatan itu sangat penting, bupati tidak ingin mendengar baik di rumah sakit maupun puskesmas, masyarkat tidak dilayani dengan baik.
‘’Selama Lebaran Idul Fitri 1446 H, saya tidak kemana-mana, tidak meninggalkan Kabupaten Merangin, tujuannya supaya saya bisa memantau. Banyak Puskesmas dokternya kosong sama sekali,’’ujar Bupati.
Ketika hari pertama masuk kerja bupati juga melihat banyak dokter yang belum masuk, padahal pasiennya sudah banyak yang antri. Puskesmas Rantau Panjang hampir 30 persen pegawainya tidak hadir.
‘’Jangan  hanya minta jabatan Kapus, tapi  harus bisa menunjukan kinerja dan tanggungjawabnya. Saya tidak melihat siapa yang menempatkan bapak dan ibu mejadi Kapus, siapa yang mendorong dan siapa dibelakangnya, sepanjang bapak dan ibu tidak bisa melaksanakan pelayanan terbaik untuk masyarakat, akan saya ganti,’’tegas Bupati.
Sedangkan untuk para camat di 24 kecamatan, bupati minta agar lebih waspada dengan cuaca ekstrim, karena Merangin sangat rawan bencana longsor, banjir dan bencana lainya, untuk itu bupati  pesan kepada camat jangan meninggalkan tempat.
‘’Camat harus tahu sekecil apapun kejadian di wilayah kerjanya. Camat harus bertanggungjawab terhadap berbagai peristiwa yang terjadi di kecamatannya dan jangan mengelak itu bukan urusan camat,’’pinta Bupati.
Terkait perizinan, bupati minta kepada Dinas Perizinan untuk tidak mempersulit pengeluaran izin, sehingga akan banyak orang tertarik  berinvestasi di Kabupaten Merangin.
Soal penertiban kendaraan dinas, bupati menegaskan bukan untuk menghalangi dalam penggunaan kendaraan dinas tersebut, tapi pemeliharaan asset daerah karena kendaraan itu dibeli dengan dan APBD.
‘’Kendaraan dinas bukan kendaraan pribadi, untuk itu pelihara dengan baik, bayar  pajaknya dengan dana yang sudah dianggarkan. Kalau sudah tidak menjabat lagi atau purnabhakti, kembalikan mobil dinas itu dalam kondisi apapun,’’pinta Bupati lagi.
Pada kesempatan itu, bupati juga minta kepada para ASN untuk selalu menjaga kebersihan lingkungan. Jangan membuang sampah sembarangan, karena pada pagi hari tertangkan bupati ada ASN pakai baju putih membuang sampah sembarangan.
