KUALA TUNGKAL – Ruang Paripurna DPRD Kabupaten Tanjung Jabung Barat menjadi saksi bisu dari sebuah proses demokrasi yang substansial pada Senin (06/04/2026). Dalam Rapat Paripurna Kedua, tujuh fraksi secara bergantian menyampaikan pandangan umum mereka terhadap Laporan Keterangan Pertanggungjawaban (LKPJ) Bupati Tahun Anggaran 2025. Di balik apresiasi atas capaian kinerja eksekutif, tersimpan catatan kritis yang tajam: pembangunan masih timpang dan pendapatan daerah perlu digenjot lebih agresif.
Dipimpin oleh Wakil Ketua I DPRD Muh. Sjafril Simamora dan Wakil Ketua II Hasan Basyri Harahap, rapat yang dihadiri Bupati, Wabup, Sekda, serta jajaran Forkopimda ini menegaskan bahwa fungsi pengawasan legislatif tidak boleh tumpul. “Hari ini kita mendengarkan pemikiran, catatan, dan evaluasi dari seluruh fraksi. Ini merupakan bentuk tanggung jawab konstitusional DPRD dalam memastikan pelaksanaan program dan penggunaan anggaran benar-benar dirasakan manfaatnya oleh masyarakat,” tegas Sjafril.
Sorotan Kritis: Keadilan Antarwilayah & Efisiensi Anggaran
Meski memberikan apresiasi dasar, setiap fraksi membawa "oleh-oleh" kritik konstruktif dari konstituennya masing-masing:
1. Fraksi NasDem (Melda Arisandi): Menyoroti urgensi optimalisasi Pendapatan Asli Daerah (PAD). Menurutnya, ketergantungan pada dana transfer harus dikurangi dengan cara memaksimalkan potensi lokal untuk mendanai infrastruktur yang berdampak langsung pada kesejahteraan rakyat.
2. Fraksi Keadilan Pembangunan (Endri Avian): Menyuarakan ketimpangan geografis. Ia menuntut agar proyek infrastruktur tidak lagi terpusat di kawasan tertentu, tetapi harus merata hingga ke pelosok kecamatan. "Keadilan pembangunan adalah hak setiap warga, bukan privilese wilayah pusat," tegasnya.
3. Fraksi PKB (Hery Saputra) & Golkar (Nurcholis): Memberikan apresiasi atas dedikasi kepala daerah, namun tetap mendorong peningkatan standar keberhasilan. Mereka menilai bahwa capaian saat ini sudah baik, namun belum maksimal dalam menyentuh lapisan masyarakat paling bawah.
4. Fraksi PAN (Augustinus Siahaan) & Gerindra (Sutejo): Menekankan pentingnya konsistensi dan pengawalan. Mereka berkomitmen memastikan setiap rupiah anggaran berjalan sesuai rencana strategis daerah (Renstra) tanpa penyimpangan.
Lampu Hijau PDI-P: Siap Masuk Tahap Pansus
Dalam momentum tersebut, Fraksi PDI-Perjuangan melalui juru bicaranya, Satria Tubagus Ryan Hermawan, secara resmi menyatakan persetujuan agar LKPJ Bupati 2025 dilanjutkan ke tahap pembahasan lebih lanjut di Panitia Khusus (Pansus). Langkah ini membuka jalan bagi evaluasi teknis yang lebih mendalam terhadap pos-pos anggaran yang dianggap krusial.
Sinergi Lembaga: Pengawasan Kolaboratif
Kehadiran lengkap unsur Forkopimda, mulai dari Kodim 0419/Tanjab, Polres Tanjab Barat, Kejaksaan Negeri, hingga Pengadilan Negeri Kuala Tungkal, menunjukkan bahwa akuntabilitas pemerintahan adalah tanggung jawab bersama. Sinergi antara eksekutif, legislatif, dan yudikatif diharapkan dapat menciptakan ekosistem pemerintahan yang bersih, efisien, dan berorientasi pada pelayanan publik.
Dengan berakhirnya sesi pandangan umum ini, bola kini berada di tangan Pansus DPRD. Catatan-catatan kritis tentang pemerataan infrastruktur dan optimalisasi PAD ini akan menjadi "kompas" utama dalam pembahasan akhir. Masyarakat Tanjab Barat menunggu: akankah tahun 2026 menjadi tahun di mana keadilan pembangunan benar-benar terasa dari kota hingga ke desa-desa terpencil?
