JAMBI - Serapan anggaran Dinas Pekerjaan Umum dan Perumahan Rakyat (PUPR) Provinsi Jambi pada tahun 2019 lalu hanya berada diangka 84,3 persen. Angka itu jauh dari target yang ditetapkan sebesar 94 persen. Kinerja Ir.Muhammad Fauzi MT sebagai Kadis PUPR Provinsi Jambi mendapat cibiran dan kritikan oleh berbagai kalangan.
Menanggapi hal itu, Fauzi mengatakan bahwa apa yang dibicarakan itu benar adanya. Fauzi mengakui bahwa serapan anggaran Dinas PUPR Provinsi Jambi tidak mencapai target yang ditetapkan. Ia mengatakan, jika cibiran dan kritikan itu baik bagi pihaknya untuk terus berbenah ke arah yang lebih baik.
Akan tetapi, Fauzi mengaku, rendahnya serapan anggaran dinas PUPR tahun 2019 lalu merupakan langka terbaik yang harus pihaknya ambil dalam kondisi saat itu, meskipun ia sadar betul jika cibiran dan kritikan terkait rendahnya serapan anggaran itu akan menjadi konsekuensi yang harus ia terima sebagai Kadis PUPR.
"Mungkin kalau kami membabibuta, ini tercapai. Tapi bisa saja hasilnya tidak bagus, bahkan bukan mustahil akan bermasalah dengan hukum," kata Fauzi.
Fauzi menegaskan, pihaknya tidak mau memaksakan agar serapan anggaran itu mencapai target tanpa melihat proses dari pengerjaan dilapangan. Proses pengrjaan dilapangan, menurut Fauzi merupakan lebih utama daripada mengejar tingginya serapan anggaran, mengingat proses yang baik tentu akan membuahkan hasil yang baik.
Untuk itu, lanjut Fauzi, langka yang diambil pihaknya dengan memanfaatkan Peraturan Gubernur (Pergub) tentang perpanjangan hari kerja meruakan pilihan yang yang terbaik. Dengan adanya Pergub itu, sebut Fauzi, pekerjaan tetap dilanjutkan selama 50 hari kerja sedangkan pembayaran akan dilakukan dengan menggunakan APBDP Tahun 2020.
"Yang kami selamatkan itu uang negara. Dengan kami tundanya pembayaran ini, berartikan duit negara belum keluar. Dengan pihak Dewan juga sudah kita jelaskan bahwa yang kami utamakan itu fisik, karena yang mau dimanfaatkan itu fisik bukan uang," Fauzi menceritakan.
Diakui Fauzi, memang ada yang kelemahan dari pihaknya sebagai pengelola anggaran pekerjaan umum Provinsi Jambi pada tahun 2019 silam. Tender yang lamban menjadi penyebab utama serapan anggaran itu rendah.
"Untuk itu saya mau untuk tahun ini dibulan April semua proses tender telah selesai sehingga sesudah itu kita tinggal fokus dengan pekerjaan dilapangan," kata Fauzi menutup.
