JAKARTA - Pemerintah kembali membuka lowongan tahap II sebanyak 17,928 formasi CPNS pada 60 Kementerian/Lembaga (K/L) dan Pemerintah Provinsi Kalimantan Utara.
Informasi lowongan tertuang pada website kementerian bersangkutan dengan ciri utama menggunakan domain go.id, website menpan.go.id, sscn.bkn.go.id, atau akun media sosial utama BKN yaitu facebook.com/bkngoid dan twitter.com/bkngoid .
"Melalui siaran pers ini kami sampaikan kepada publik bahwa pendaftaran online penerimaan CPNS pada 60 K/L mulai 5 September 2017, pukul 23.00 melalui sscn.bkn.go.id," kata Karo Humas Badan Kepegawaian Negara (BKN) Mohammad Ridwan, Selasa (5/9).
Bagi pelamar CPNS Kemenkum HAM dan MA yang dinyatakan tidak lolos seleksi administrasi diberikan peluang untuk kembali melamar CPNS di 60 K/L tersebut dengan catatan hanya dapat memilih satu instansi dan satu formasi.
Pelamar yang sebelumnya sudah melamar pada seleksi Kemenkum HAM dan MA tidak perlu lagi membuat akun saat akan melamar ke-60 K/L ini.
Pelamar tinggal log-in pada web sscn.bkn.go.id dengan memasukan NIK dan password yang digunakan pada pelamaran di tahap I.
Sebelumnya pemerintah sudah membuka penerimaan Calon Pegawai Negeri Sipil (CPNS) tahap I tahun 2017, yakni Kementerian Hukum dan Hak Asasi Manusia (Kemenkum HAM) dan Mahkamah Agung (MA).
Di bagian lain, ada ketentuan baru dalam pendaftaran CPNS massal 2017 dibandingkan dengan 2014 lalu. Meskipun tahun ini lowongan CPNS tersebar di 60 instansi pusat dan satu provinsi, pelamar hanya bisa memilih satu lowongan atau formasi saja. Masyarakat diharapkan jeli dalam ’’menembak’’ lowongan yang dipilih.
Kabar bahwa pelamar tidak bisa memilih lebih dari satu lowongan atau formasi itu disampaikan Kepala Biro Humas Badan Kepegawaian Negara (BKN) Mochammad Ridwan kemarin (6/9). Dia menyampaikan secara keseluruhan pendaftaran CPNS baru untuk seluruh instansi dibuka pada 11 September nanti. ’’Pelamar tidak bisa lagi memilhi lowongan dobel,’’ katanya.
Dia mengatakan nantinya setiap orang hanya bisa memiliki satu akun pendaftaran CPNS baru 2017. Pendaftaran dilakukan secara online di website sscn.bkn.go.id. Dia mengatakan pendaftaran atau pembuatan akun itu berbasis NIK (nomor induk kependidikan).
Sementara itu terkait pelaksanaan ujian tulis atau seleksi kompetensi dasar (SKD), Ridwan menuturkan seluruhnya diselenggarakan berbasis komputer. Tidak ada satupun ujian CPNS baru 2017 yang dilaksanakan dengan kertas. Meskipun jumlah instansinya yang membuka lowongan mencapai 61 unit, pelaksanaan ujian tulisnya menggunakan komputer.
Terkait pelaksanaan ujian berbasis komputer, Ridwan menuturkan sampai sekarang belum ditetapkan jadwalnya. BKN menerapkan sistem first come first serve untuk seluruh instansi. Artinya instansi yang lebih dahulu mengusulkan jadwal dan menyelesaikan seleksi administrasi, akan dilayani seleksi berbasis komputer lebih dahulu.
Salah satu instansi yang mendapatkan kuota CPNS baru cukup banyak adalah Kemenristekdikti, jumlahnya mencapai 1.500 kursi. Sekjen Kemenristekdikti Ainun Naim mengatakan hampir seluruh kuota CPNS baru itu untuk formasi dosen. Jumlahnya mencapai 1.431 kursi. ’’Tidak ada lowongan untuk tenaga administrasi,’’ paparnya.
Karena aturan untuk jadi dosen minimal berijazah magister, maka pelamar wajib memiliki ijazah S2. Ainun menuturkan soal linieritas antara ijazah S1 dan S2 yang digunakan untuk melamar jadi dosen CPNS. Dia menegaskan Kemenristekdikti tetap mempertimbangkan linieritas. ’’Tetapi tidak kaku juga,’’ jelasnya.
Guru besar UGM itu mengatakan, acuan yang digunakan untuk mendaftar CPNS dosen adalah ijazah S2 nya. Pendaftar yang ijazah S1 dan S2 nya menyimpang jauh, kemungkinan lolos sangat kecil. Misalnya untuk melamar dosen teknik sipil, harus berijazah S2 teknik sipil. ’’Kalau S1-nya ternyata jurusan tari, itu sangat menyimpang jauh,’’ jelasnya.
Menurut Ainun konsistensi jurusan antara S1 dan S2 terkait dengan kedalaman keahlian. Sebagai seorang dosen, tentu dituntut untuk memiliki kedalaman ilmu mata kuliah yang diampu. Sehingga proses pembelajarannya berlangsung dengan kualitas yang bagus. Dia mengatakan selain seleksi berbasis komputer, juga dilakukan seleksi kompetensi bidang. Jika yang dilamar adalah formasi dosen, akan dites dengan praktik mengajar.
Ainun juga mengatakan seleksi CPNS tidak boleh diwarnai dengan praktik suap atau kolusi serta nepotisme. PNS yang terbukti terlibat praktik suap, kolusi, dan nepotisme dalam rekrutmen CPNS baru, bisa diancam dengan sanksi pemecatan.
