KUALATUNGKAL - Realisasi serapan Anggaran Pendapatan Belanja Daerah (APBD) murni tahun 2019 Kabupaten Tanjab Barat hingga triwulan ketiga baru terserap 39,05 persen atau Rp 612.027.264.559,99 dari nilai total APBD 2019 sebesar Rp 1.568.057.751.443,00. Artinya hampir satu triliun rupiah APBD Tanjabar 2019 belum terserap.
Hal ini berdasarkan data yang dihimpun dari Badan Pengelola Keuangan dan Aset Daerah (BPKAD) Kabupaten Tanjab Barat melalui Kepala Bidang Akuntansi, Defriadi Dwipanaya, yang ditemui wartawan diruang kerjanya Kamis (5/9).
Defriadi menjelaskan, dari total APBD Tanjabbar 2019 tersebut, yang terserap baru 39.05 persen, dengan rincian belanja operasi sebesar Rp 1.035.988.614.586,00 sudah terserap 50.43 persen atau Rp 522 miliar lebih.
Sementara untuk belanja modal sebesar Rp 531.083.147.857,00 yang sudah terserap Rp 89.594.476.063,49 atau 16.87 persen. Serta belanja tidak terduga sebesar Rp 357 Miliar lebih belum terserap atau masih utuh 100 persen.
"Disini untuk serapan belanja operasi masih normal, yang masih minim adalah serapan belanja modal yang didalamnya termasuk kegiatan fisik. Sementara untuk belanja tak terduga ini seperti untuk bantuan bencana dan kegiatan mendadak lainnya, namun kita harap jangan sampai ada bencanalah, jika tidak terpakai hingga akhir tahun anggaran maka masuk silpa," terang Defriadi.
Diakuinya, untuk serapan kegiatan fisikmasih rendah, namun pihaknya tetap optimis hingga batas akhir tahun serapan anggara bisa mencapai 90 persen lebih.
"Seandainya tidak tercapai hingga waktu yang telah ditetapkan, tentu anggaran yang belum terserap akan menjadi silpa," sebutnya.
Ditanya mengapa serapan belanja modal masih rendah? Kabid Akuntasi mengayakan untuk kendala salah satunya adalah jika kegiatan fisik tentu butuh peroses lelang sehingga memakan waktu.
"Kalau untuk tekhnisnya tentu OPD masing-masingya yang lebih paham," tandasnya.
