MUARABULIAN - Salah satu indikator koperasi sehat adalah rutin melaksanakan Rapat Anggota Tahunan (RAT). Ketika koperasi tidak menggelar RAT hingga berakhir batas waktu periode RAT yang ditentukan, maka koperasi tersebut terindikasi tidak sehat.
Berdasarkan data yang diperoleh di Dinas Koperasi, Usaha Kecil Menengah, Perindustrian dan Perdagangan (Koperindag ) kabupaten Batanghari, saat ini terdapat 173 badan hukum koperasi yang terdaftar dan masih aktif.
Dari 173 koperasi yang berbadan hukum tersebut, hanya lebih kurang 50 koperasi yang sudah melaksanakan RAT. Sisanya belum melaksanakan RAT.
Kepala Dinas Koperindag kabupaten Batanghari, Syafe’i, dikonfirmasi media ini, Rabu (18/9) mengatakan, sesuai ketentuan peraturan perundang-undangan tentang perkoperasian, seluruh badan hukum koperasi diwajibkan menggelar RAT setiap akhir tahun.
“ Koperasi harus RAT karena usaha milik bersama dan dilaksanakan secara gotong royong. Kalau tidak RAT, berarti ada indikasi koperasi tersebut tidak sehat. Apakah pengurusnya, usahanya atau anggotanya yang tidak sehat,” katanya.
Kalau sudah tidak melakukan RAT, sambungnya, bagaimana mungkin mengetahui SHU atau kerugian, pergantian pengurus, ataupun mencari jalan keluar dari masalah yang dihadapi koperasi tersebut.
Dia menambahkan, salah satu kendala sehingga koperasi tidak melaksanakan RAT adalah karena tidak mampu menyajikan laporan tahunan. Persoalan ini, menurutnya, menyebabkan menurunnya respon dan animo masyarakat terhadap koperasi, selain disfungsi dan disorientasi usaha koperasi.
“ Kalau dijalankan secara sehat, pasti menguntungkan karena asasnya gotong royong dan kekeluargaan, dari, oleh dan untuk anggota,” jelasnya.
Terhadap puluhan koperasi yang tidak menyelenggarakan RAT, pihaknya telah menghibnau dan diminta melaksanakan RAT serta pendampingan dalam penyusunan laporan. Pihaknya akan melakukan pembinaan terlebih dahulu. Kalau sampai tiga kali tidak RAT, akan di-non-aktifkan, selanjutnya baru diusulkan pembubaran, atau dari koperasi sendiri mengusulkan untuk dibubarkan.
“ Kita akan tarus melakukan pembinaan dan mengecek ulang lagi, sedang menginventarisir permasalahan yang terjadi,” tegasnya.
Pihaknya berharap puluhan koperasi yang belum RAT bisa melaksanakan RAT pada masa toleransi waktu yang diberikan. “ Koperasi itu lembaga otonom. Jadi mengatur usahanya sendiri dan RAT itu tidak harus seremonial,” pungkasnya.(mon )
