BATANGHARINEWS.COM - Dalam rangka mewujudkan visi kabupaten Batanghari yang maju, adil dan sejahtera yang berlandaskan ketaqwaan diperlukan pembangunan Sumber Daya Manusia (SDM) dan pertumbuhan ekonomi yang mantap.
Kepala Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Batanghari, Rijaludin, SE mengatakan, pertumbuhan ekonomi tahun 2020 diperkirakan pada kisaran 4,5 % sampai dengan 5,5% yang disokong dari sektor eksport dan investasi. DPMPTSP sebagai lembaga yang bertanggung jawab dalam menangani investasi dan perizinan di kabupaten Batanghari, mempunyai peran besar dalam peningkatan pertumbuhan ekonomi di kabupaten Batanghari.
Salah satu tugas DPMPTSP adalah melaksanakan deregulasi peraturan dalam rangka menghilangkan hambatan–hambatan dalam berinvestasi. Saat ini, kata Rijaludin, kabupaten Batanghari sudah menghapus Izin Gangguan (Ho) dan Surat Izin Tempat Usaha (SITU) dalam rangka mempermudah dan mempercepat proses perizinan. Perpres Nomor 91 Tahun 2017 tentang Percepatan Berusaha dan diikuti oleh Surat Menteri Dalam Negeri Nomor : 503/6491/SJ Tanggal 17 Juli 2019 tentang Penyelenggaraan Pelayanan Perizinan dan Non Perizinan di Daerah sebagai dasar kabupaten Batanghari mengeluarkan Peraturan Bupati Nomor 1 Tahun 2020 sebagai dasar penghapusan Izin SITU sebagai persyaratan berusaha terhitung mulai tanggal 2 Januari 2020,” tuturnya.
Investasi yang masuk di kabupaten Batanghari, diakui Rijaludin sampai dengan tanggal 31 Desember 2019 tercatat sebesar Rp.4,481 Trilyun, yang terdiri dari Perusahaan Modal Asing (PMA) sebesar 2,220 Trilyun dan Penanaman Modal Dalam Negeri (PMDN) sebesar 2,261 Trilyun. Investasi tahun 2019 ini melebihi target yang ditetapkan oleh Pemkab Batanghari sesuai dengan RPJMD kabupaten Batanghari tahun 2016 – 2021 sebesar 3,622 Trilyun atau over target sebesar Rp. 859 Milyar atau sebesar 23,7 %.
Selain investasi, Rijaludin bilang, yang sangat menggembirakan disisi akuntabilitas dan pencegahan Korupsi yang dinilai oleh Deputi Pencegahan Komisi Pemberantasan Korupsi (KPK) DPMPTSP kabupaten Batanghari pada tahun ini mendapat nilai sempurna, yaitu 100 dan menjadi Nomor 1 se Indonesia dalam rangka Korsupgah KPK. Hal ini sangat di apresiasi oleh Pemerintah Pusat, bahwa dibawah kepemimpinan Bupati Sahirsyah SY kabupaten Batanghari banyak peningkatan kinerja di bidang pelayanan publik dan investasi di daerah yang menunjang ekonomi kerakyatan,” katanya.
Lanjut Rijaludin berujar, Mall Pelayanan Publik (MPP) yang menjadi cita – cita Bupati Batanghari Sahirsyah SY akan segera terwujud, yang akan melayani semua pelayanan publik seperti : Perizinan, KTP, SIM, SKCK, Surat Nikah, Pendaftaran haji dan lain - lain akan dilayani di suatu tempat dengan gedung yang sangat nyaman dan representatif. Tak hanya integrasi pelayanan, kata Rijaludin, tujuan adanya MPP ini juga untuk meningkatkan nilai Ease of Doing Business (EoDB) di Indonesia, sekaligus upaya untuk mengubah pola pikir ego sektoral antar institusi menjadi kerja bersama agar selalu fokus dan komitmen untuk memberikan layanan yang terbaik di masyarakat sambil menunggu proses dokumennya selesai bisa sambil minum kopi atau makan ditempat yang sudah disediakan. Mall ini akan mulai dibangun pada awal tahun 2020 ini dalam rangka mewujudkan Batanghari unggul yang maju, adil dan sejahtera berlandaskan ketaqwaan,” ujarnya.
Berdirinya MPP juga merupakan salah satu cara untuk mewujudkan birokrasi 4.0, yaitu percepatan pelayanan, akurasi pelayanan, dan fleksibilitas kerja. Oleh karena itu, dengan hadirnya MPP juga diharapkan mampu membentuk ASN modern yang memiliki pola pikir untuk berkinerja tinggi, dan selalu memberikan pelayanan yang terbaik.
