JAMBI - DPRD Provinsi Jambi menggelar sidang paripurna dengan agenda Penandatanganan Nota Kesepakatan Bersama Antara Pimpinan DPRD dengan Pjs Gubernur Jambi terhadap rancangan Kebijakan Umum Anggaran (KUA) dan Prioritas Plafon Anggaran Sementara (PPAS) tahun anggaran 2021, Selasa (17/11).
Rapat paripurna dipimpin langsung Ketua DPRD Provinsi Jambi, Edi Purwanto didampingi Wakil Ketua DPRD Rocky Candra, Pinto Jayanegara dan Burhanuddin Mahir.
Sebelum penandatanganan kesepakatan bersama itu, Badan Anggaran (Banggar) DPRD Provinsi Jambi terlebih dahulu menyampaikan laporan terhadap rancangan KUA-PPAS APBD tahun anggaran 2021 itu.
Dalam laporan Banggar DPRD yang disampaikan anggota Banggar, Kamaludin Havis, menyebutkan bahwa berdasarkan pembahasan antara Banggar DPRD Provinsi Jambi dan Tim Anggaran Pemerintah Daerah (TAPD) Provinsi Jambi terhadap rancangan KUA-PPAS APBD 2021 tersebut disepakati pendapatan sebesar Rp4.284.875.328.808,00, belanja daerah Rp4.506.348.844.342,00, pendapatan transfer pemerintah pusat Rp2.776.047.932.488,00 dan pembiayaan Rp221.473.515.534,004.
Kamaludin Havis mengatakan rancangan KUA-PPAS APBD tahun anggaran 2021 yang ditandatangani dalam nota kesepakatan antara pimpinan dewan dan kepala daerah diharapkan betul-betul dapat menjadi acuan dalam melaksanakan pembangunan di Provinsi Jambi selaras dengan Rencana Pembangunan Jangka Menengah Daerah (RPJMD).
Banggar juga menyarankan agar seluruh OPD sesuai urusan pemerintahan segera menginput detail alokasi komponen belanja daerah yaitu belanja operasional, belanja modal, belanja tidak terduga dan belanja transfer ke dalam sistem informasi pemerintah daerah (SIPD) dan selanjutnya termaktub di dalam nota keuangan Ranperda APBD Tahun Anggaran 2021 untuk disampaikan kepada DPRD Provinsi Jambi.
Kemudian Pemprov Jambi agar mengoptimalkan program dan kegiatan OPD lebih fokus kepada peningkatan perekonomian masyarakat yang saat ini sedang terpuruk akibat pandemi COVID-19 serta untuk pencapaian target dan sasaran dalam RPJMD Provinsi Jambi 2016-2021.
Banggar juga minta Badan Perencanaan Pembangunan Daerah (Bappeda) memastikan seluruh program dan kegiatan pembangunan di masing-masing OPD Provinsi Jambi sesuai dan selaras dengan capaian target RPJMD sebagai pijakan utama.
Selanjutnya, penetapan target pendapatan yang bersumber dari pajak daerah maupun retribusi harus benar-benar dimaknai oleh OPD sebagai bagian integral dalam memperkuat kemandirian daerah untuk meningkatkan persentase pendapatan asli daerah, mengingat tingkat ketergantungan terhadap pemerintah pusat masih cukup tinggi.
Terakhir Banggar DPRD minta Pemprov Jambi membangun komunikasi yang baik dengan pemerintah pusat terkait dengan program kegiatan pada kementerian/lembaga, sehingga Provinsi Jambi dapat menarik anggaran dari pusat sebesar mungkin yang dapat meningkatkan pendapatan daerah sekaligus memastikan percepatan pembangunan di Provinsi Jambi.
Usai penyampaian laporan Banggar DPRD tersebut, pimpinan DPRD Provinsi Jambi dan Pjs Gubernur Jambi langsung menandatangani Nota Kesepakatan Bersama terhadap rancangan KUA-PPAS APBD tahun angaran 2021.
