BATANGHARINEWS.COM, Jakarta, 10 Juni 2021 - Untuk memastikan agar alih pengelolaan WK Rokan dari PT Chevron Pacifik Indonesia (CPI) ke Pertamina Hulu Energi Rokan (PHR) pada Agustus 2021 nanti berjalan dengan baik, SKK Migas memastikan PT CPI menyelesaikan kewajibannya kepada vendor yang kontraknya akan berakhir. Untuk mengawal proses tersebut, SKK Migas dan CPI mengadakan Sosialisasi Proses dan Penutupan Kontrak & Purchase Order dalam masa transisi Blok Rokan yang diadakan secara daring dan dihadiri oleh vendor lokal yang berkontrak dengan CPI.
Kegiatan sosialisasi dilakukan secara daring, pada Kamis (10/6), bertujuan untuk menyampaikan proses dan prosedur penutupan kontrak, termasuk penyelesaian kontrak, demobilisasi, transisi kontrak, dan proses penagihan dan pembayaran. “Proses sosialisasi seperti ini perlu dilakukan untuk memastikan agar alih kelola wilayah kerja tidak meninggalkan masalah kontrak di kemudian hari. hak dan kewajiban dari vendor lokal harus diselesaikan sehingga kedepannya tidak akan terjadi klaim ataupun dispute,” kata Kepala Divisi Pengelolaan Rantai Suplai dan Analisis Biaya, Erwin Suryadi pada saat membuka acara sosialisi.
Untuk mendukung lancarnya transisi alih kelola ini, VP Procurement & Contrat, Sigit Pratopo mengatakan bahwa CPI meminta kepada seluruh vendor untuk menyelesaikan pekerjaan dengan tetap mengacu kepada tanggal yang dipersyaratkan dalam service order/ work order. Untuk Proses demobilisasi wajib dilakukan terhadap semua kontrak dan harus dilaksanakan sebelum 8 Agustus 2021.
Penyedia barang/ jasa harus menyiapkan kelengkapan dokumen dan laporan penyelesaian untuk menunjang proses penagihan. Setelah tanggal 8 Agustus 2021 nanti, CPI hanya dapat memproses aktifitas yang tidak dapat dipercepat seperti proses pembayaran, pengembalian performance bond dan verifikasi TKDN.
Dalam rangka meningkatkan peran usaha lokal di wilayah Blok Rokan, CPI memiliki program Local Business Development (LBD) yang sudah dilaksanakan sejak tahun 2001. Untuk mempertahakannya, SKK Migas bersama dengan CPI dan PHR mengadakan sosialisasi bersama pada tanggal 12 April 2021 lalu kepada vendor LBD. Dalam sosialisasi tersebut, PHR berkomitmen untuk melanjutkan dan terus mengembangkan program LBD di wilayah Blok Rokan.
Walaupun nantinya akan dikelola oleh PHR, program Local Business Development (LBD) yang sudah dilaksanakan oleh CPI harus terus dilakukan sebagaimana program pemberdayaan yang sudah diarahkan oleh pemerintah.
“Intinya kita mau membangun pemahaman yang sama untuk tetap memberdayakan vendor lokal, dan kami meminta PHR untuk terus meningkatkan LBD, tentunya kalau vendor lokal wilayah Blok Rokan kita terus kembangkan, maka akan tercipta multiplier effect buat negara. Selain itu juga, kita harapkan agar LBD dapat naik level dan dapat menjadi pemain nasional.” Tambah Erwin
Program LBD yang diluncurkan oleh CPI telah memberikan lapangan pekerjaan bagi vendor lokal tidak hanya wilayah Blok Rokan, namun juga di Kalimantan Timur, dan Jawa Barat dimana CPI beroperasi. Program LBD telah memberikan lebih dari 7800 kontrak untuk perusahaan daerah dan menciptakan hampir 52.000 pekerjaan yang bernilai lebih dari $120juta dalam bentuk barang/ jasa dari para mitra LBD. Program ini juga telah memberikan peningkatan pendapatan kepada masyarakat Riau, sebesar 40 persen.
