Batangharinews.com, Jakarta – 23 Maret 2022. Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menargetkan sebanyak 790 sumur pengembangan dan 42 sumur eksplorasi dapat dibor pada tahun 2022. Guna memastikan capaian target tersebut, SKK Migas menyelenggarakan kegiatan Drilling Summit 2022 pada Rabu (23/3).
Kegiatan Drilling Summit 2022 dilaksanakan untuk mewujudkan wadah bagi pembuat kebijakan dan pelaku industri pengeboran di hulu migas untuk bertukar ide, gagasan, serta pengalaman sehingga permasalahan-permasalahan yang dapat menghambat proses pengeboran dapat diselesaikan.
“Kegiatan pengeboran hulu migas tidak pernah lepas dari tantangan, utamanya dalam hal pengadaan barang dan jasa serta proses perizinan. Di sisi lain, Pemerintah Republik Indonesia dengan tegas telah menyampaikan bahwa produksi dan lifting migas nasional harus ditingkatkan, sehingga komitmen untuk memenuhi target tersebut tidak dapat dilakukan secara biasa-biasa saja”, kata Kepala SKK Migas Dwi Soetjipto dalam sambutannya.
Untuk itu, Dwi melanjutkan, dibutuhkan komitmen dari seluruh pemangku kepentingan baik pemerintah maupun investor guna memastikan pengeboran sebagai kegiatan utama dalam meningkatkan produksi migas dapat terealisasi sesuai dengan target yang dijadwalkan.
“Agar tetap on track menuju target 1 juta BOPD (barel minyak per hari) di tahun 2030, posisi produksi minyak kita saat ini harus berada di angka 670 ribu BOPD dan diharapkan tahun depan kembali naik. Sehingga apapun yang dibahas pada acara Drilling Summit harus mengacu kepada angka produksi, cari dan selesaikan permasalahan yang terjadi,” ujar Dwi.
SKK Migas mencatat per 21 Maret 2022, realisasi jumlah sumur pengembangan yang telah dibor sebanyak 138 sumur atau sebesar 17 persen dari target. “Saya ingin menarik perhatian Bapak dan Ibu sekalian, membedah permasalahan apa yang terjadi saat ini, karena pada tahun 2013-2014 hulu migas mampu merealisasikan lebih dari 1.000 sumur. Harapannya kita bisa menyikapi harga migas yang tinggi saat ini dengan langkah yang masif dan agresif sehingga kita bisa fokus untuk mencapai target pengeboran,” sambung Dwi.
Dwi kemudian menyampaikan salah satu upaya yang berhasil dilakukan oleh SKK Migas untuk mengawal target pengeboran tahun 2022 adalah mendorong realisasi komitmen Final Investment Decision (FID) Kontraktor Kontrak Kerja Sama (KKKS), dimana sebanyak 41 persen permasalahan keterlambatan pengeboran tahun lalu disebabkan oleh masalah ini. “Masuk 2022 ini, saya tidak lagi mendengar adanya keterlambatan pengeboran yang disebabkan oleh FID KKKS, kami sangat mengapresiasi hal tersebut,” jelasnya.
Dwi juga mengapresiasi institusi yang telah membantu SKK Migas dan KKKS dalam merealisasikan kegiatan pengeboran dalam hal penyiapan lahan dan perizinan. “Saya cek jadwal pengeboran di Bulan April, permasalahan mengenai perizinan yang ada tinggal satu, dan itu on progress sedang diselesaikan. Kami mengucapkan terima kasih kepada seluruh institusi terkait yang telah membantu proses perizinan hulu migas menjadi jauh lebih cepat dari sebelumnya,” ungkap Dwi.
Dalam kesempatan yang sama, Sekretaris Jenderal Kementerian Energi dan Sumber Daya Mineral (ESDM) Ego Syahrial menyampaikan, bahwa pemerintah terus mendukung upaya SKK Migas dan KKKS dalam meningkatkan produksi migas nasional. Kementerian ESDM telah menyusun beberapa strategi untuk meningkatkan daya tarik investasi migas khususnya dalam kegiatan eksplorasi guna menemukan cadangan migas yang signifikan.
“Strategi pertama melalui peningkatan prospektif kegiatan eksplorasi dengan rincian meningkatkan akses dan kualitas data, meningkatkan studi geology and geophysics di area frontier, serta meningkatkan infrastruktur pendukung migas,” kata Ego.
Strategi berikutnya adalah perbaikan iklim investasi melalui perbaikan fiskal yang meliputi pembagian split KKKS, signature bonus, participating interest, dan pengenaan pajak. Parameter-parameter tersebut saat ini sedang dikomunikasikan dengan Kementerian Keuangan agar iklim investasi hulu migas di Indonesia semakin membaik.
Selanjutnya melalui dukungan regulasi antara lain penyederhanaan perizinan serta pembentukan tim task force percepatan eksplorasi guna memetakan permasalahan serta mencari solusinya.
“Kemudian melalui stabilitas politik dan keamanan seperti dukungan pengamanan fasilitas operasi migas dan penetapan fasilitas tersebut sebagai objek vital nasional,” pungkas Ego.
