Batangharinews.com, Jakarta – Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) menyatakan Indonesia masih memiliki peluang investasi yang sangat besar pada kegiatan hulu migas, pasalnya terdapat 128 basin yang sangat potensial untuk dieksplorasi.
Berbicara pada webinar dengan tema "Industri Hulu Migas Dalam Menghadapi Situasi Global dan Harga Minyak Dunia", Deputi Operasi SKK Migas Julius Wiratno mengatakan dari 128 basin, 20 diantaranya sudah beroperasi, 19 sudah di drill dan ditemukan hydrocarbon dan 68 basin masih belum di drill. "Jadi parameter investasinya terutama actractive plant nya masih oke, Inilah tantangan industri migas kedepan," ujarnya.
Menurutnya dengan banyaknya basin yang belum digarap memerlukan effort yang sangat besar untuk mengconvert recources jadi reserve. "Ini sangat menantang sekali migas Indonesia dari barat ke timur dari offshore maupun onshore. Ada basin yang sudah di dril dan ditemukan hidrocarbon tapi belum dikomersialkan, ada undevelope discovery yang harus kita kerjakansamakan bersama investor dan pemerintah," lanjutnya.
Julius Wiratno memprediksi industri migas akan terus tumbuh hingga tahun 2030 -2050 sehingga diharapkan kegiatan produksi dan supplay juga akan mengalami kenaikan meski diperkirakan gas akan mengalami produksi yang lebih tinggi sebagai alternatif energi transisi.
Sementara itu, Ali Nasir dari Indonesian Petroleum Association (IPA) menilai tingginya harga minyak dunia saat ini membawa dampak positif bagi Indonesia karena akan menarik investasi di industri hulu migas. "Namun ada tidak bagusnya juga kerena akan menimbulkan gap yang besar antara produksi dan konsumsi. Tercatat kita harus impor 700 ribu barel perhari untuk menutup kebutuhan energi tanah air yang tentunya akan menguras cadangan devisa kita," ujar Ali Nasir.
Menurutnya, tantangan industri migas kedepan akan semakin besar karena kurang atraktifnya pemerintah, mulai beralihnya investasi oil and gas company ke industri terbarukan atau renewable energy dan semakin ketatnya perbankan dalam memberikan pinjaman untuk kegiatan industri hulu migas.
Lebih lanjut ia memaparkan, ada 3 kriteria dalam investasi dalam industri hulu migas diantaranya prospecivity, fiscal term dan legal stability. "Prospecivity atau geologi adalah given dari tuhan, kita tidak bisa berbuat banyak, tapi kita bisa memaksimalkan fiscal term dan legal stability karena merupakan buatan manusia yaitu DPR dan pemerintah," tandasnya.
Direktur Executive Energy Watch, Mamit Setiawan mengatakan industri hulu migas kini menghadapi ketidakpastian global, untuk itu Indonesia harus menentukan prioritas terhadap ketahanan energi tanah air. "Karena sumber energi berasal dari alam maka pengelolaannya tidak boleh bersifat sektoral atau tersegmentasi. Selain itu energi merupakan bentuk kedaulatan bangsa yang bersifat luas dan panjang melebihi periodisasi politik sehingga pengelolaannya harus teritegrasi,"paparnya.
Mamit mengatakan ada tiga akar permasalahan hulu migas di Indonesia yaitu adanya ketidakpastian hukum, ketidakpastian fiskal dan perijinan yang rumit sehingga menyebabkan pada tidak dihormatinya kontrak kerja sama yang berlaku (dishonored of contract sanctity) yang secara mendasar merupakan syarat utama bagi iklim invetasi
"Penerapan UU no 21/ 2021 justru menjadi sumber dari ketiga masalah tersebut karena tidak memiliki ketiga elemen fundamental sehingga pengelolaan hulu migas selalu tidak sinkron dengan bentuk kerjasama atau production sharing yang dijalankan," lanjutnya.
Untuk itu ia mengharapkan adanya kelincahan pemerintah untuk mengambil momentum kenaikan harga minyak dunia. "Kami memberi apresiasi kepada DPR yang akan menggenjot revisi UU migas tahun ini, perlunya peningkatan lifting migas guna meningkatkan investasi hulu migas dan perlu ada political will pemerintah untuk menyelesaikan seluruh pemasalahan industri hulu migas di tanah air," tandasnya.
