JAMBI - Penjabat Sementara (Pjs) Gubernur Jambi, Dr. H. Sudirman, SH, MH menegaskan pentingnya menjaga netralitas Aparatur Sipil Negara (ASN) dan Kepala Desa menjelang pelaksanaan Pilkada Serentak 2024, yang berlangsung aman, damai dan kondusif. Netralitas ASN dan Kepala Desa berkaitan dalam arti bersikap adil, objektif, tidak bias, bebas pengaruh, bebas intervensi, bebas dari konflik kepentingan, dan tidak berpihak pada siapapun. Hal tersebut ditegaskannya saat menghadiri Deklarasi Netralitas ASN dan Kepala Desa pada Pemilihan Kepala Daerah Serentak Tahun 2024 di Provinsi Jambi, yang diselenggarakan di Bumi Pasundan Convention Centre (BPCC) Kota Jambi, Rabu (23/10/2024).
Dalam kesempatan tersebut Pjs. Gubernur Sudirman juga sangat mengapresiasi Bawaslu Provinsi Jambi yang telah menginisiasi kegiatan Deklarasi Netralitas ASN dan Kepala Desa, sebagai wujud peningkatan pengawasan secara preventif. Pemahaman, kesadaran, dan komitmen ASN dan Kepala Desa akan pentingnya bersikap netral dalam menyelenggarakan pemerintahanan, pembangunan, dan pelayanan publik, termasuk dalam politik praktis, seperti Pemilihan Umum, harus ditingkatkan dan dipegang teguh. "Apresiasi yang tinggi juga saya sampaikan kepada para peserta deklarasi, yang telah semangat hadir dan berkomitmen untuk menjaga netralitas dalam Pilkada Serentak Tahun 2024. Netralitas merupakan salah satu asas yang sangat penting untuk diterapkan dalam upaya mewujudkan ASN dan Kepala Desa yang professional," ujar Pjs. Gubernur Sudirman.
"Pemilihan Umum atau yang biasa disebut dengan Pemilu merupakan salah satu pilar utama dari proses demokrasi sebagai sarana pelaksanaan kedaulatan rakyat yang dilaksanakan secara langsung, umum, bebas, rahasia, jujur, dan adil, melalui partisipasi masyarakat untuk memilih pemimpin diberbagai tingkatan di pemerintahan," sambungnya.
Dikatakan Pjs. Gubernur Sudirman, Pemilu yang dijalankan tanpa mekanisme pengawasan yang mandiri menjadikannya proses pembentukan kekuasaan yang rentan kecurangan. Pemilu yang diselenggrakan tanpa mekanisme pengawasan yang mandiri menjadikannya proses pembentukan kekuasaan yang rentan kecurangan, yang akan membuat Pemilu kehilangan legitimasinya dan pemerintahan yang dihasilkan tidak memiliki integritas sekaligus akuntabilitas sejak pembentukannya. “Untuk itu, pengawasan merupakan salah satu elemen yang sangat penting dan melekat kuat pada tiap penyelenggaraan Pemilu, dalam menjamin agar Pemilu berjalan sesuai dengan ketentuan dan asas Pemilu, diperlukan suatu pengawasan terhadap jalannya setiap tahapan Pemilu," kata Pjs. Gubernur Sudirman.
"Perhelatan Pemilu membutuhkan beragam dukungan dan bantuan dari semua pihak. Seluruh lapisan anak bangsa hendaknya memberikan sumbangsihnya bagi berhasilnya Pemilihan Kepala Daerah (Pilkada) serentak ini, dapat dukungan dan bantuan tersebut dalam porsinya masing-masing dan tidak keluar dari norma dan aturan-aturan yang berlaku. Termasuk dukungan yang berasal dari para Aparatur Sipi Negara (ASN) dan Kepala Desa, yang tidak boleh keluar dari prinsip netralitas yang harus dipegang oleh setiap individu Aparatur Sipil Negara (ASN) dan Kepala Desa," lanjutnya.
Lebih lanjut Pjs. Gubernur Sudirman menjelaskan, netralitas menempatkan aparatur dalam ruang yang tidak terpengaruh oleh kepentingan politik golongan tertentu, sehingga aparatur dapat bekerja memberikan pelayanan kepada masyarakat/publik dengan maksimal, tanpa diskriminasi. "Sikap semangat netralitas dapat disampaikan dan tularkan kepada ASN di lingkup pemerintah daerah masing-masing, guna mencegah pelanggaran Pilkada Serentak Tahun 2024 demi mewujudkan demokrasi yang berkualitas," jelasnya.
"Mari kita semua menjaga proses penyelenggaraan Pemilihan Kepala Daerah Serentak Tahun 2024 ini, tahapan demi tahapan, hingga hari pemungutan suara, menjadi kondisi yang aman dan kondusif, demi mewujudkan kemajuan dan kesejahteraan masyarakat dan daerah," pungkasnya.
Sementara itu, Ketua Bawaslu Provinsi Jambi Wein Arifin menyatakan kesiapannya untuk memperkuat seruan terkait netralitas Aparatur Sipil Negara (ASN), kepala desa, dan perangkat desa. Menurutnya, hal ini sangat penting untuk mencegah jangan terjadinya pelanggaran netralitas dalam Pemilihan Tahun 2024. “Netralitas ASN dan perangkat desa merupakan kunci untuk memastikan bahwa pemilihan berjalan dengan adil dan tanpa intervensi yang tidak semestinya. Dengan netralitas yang terjaga, kepercayaan publik terhadap proses pemilihan akan meningkat, dan hasil pemilihan akan lebih mencerminkan pilihan masyarakat secara objektif," ucapnya.
Turut hadir pada kesempatan ini, Unsur Forkopimda Provinsi Jambi, Pj. Bupati/Wali Kota se-Provinsi Jambi, Sekda kabupaten/kota se-Provinsi Jambi, perwakilan Camat dari masing-masing kabupaten/kota, perwakilan Kepala Desa se-Provinsi Jambi dari masing-masing kabupaten/kota, para OPD dilingkup Pemerintah Provinsi Jambi serta undangan lainnya.
