Langkah ini diambil dalam rangka menindaklanjuti laporan masyarakat terkait rendahnya kedisiplinan Aparatur Sipil Negara (ASN).
Saat mengunjungi Dinas PPKB, Bupati M. Syukur disambut langsung oleh Kepala Dinas PPKB, drg Sony Propesma.
Ia tak bisa menyembunyikan perasaan puas saat memeriksa daftar absensi pegawai. Seluruh aparatur di dinas PPKB hadir lengkap dan menjalankan tugas sesuai aturan.
Sementara itu, pemandangan berbeda terlihat saat Bupati M. Syukur melanjutkan sidak ke Kantor Dinas Perikanan. Suasana kantor nampak lengang selepas jam istirahat makan siang. Lebih dari 60 persen pegawai tidak berada di tempat kerja. Bahkan, Kepala Dinas dan Sekretaris Dinas (Sekdin) juga tidak berada di lokasi.
Saat melakukan pemeriksaan silang pada dokumen Absensi harian 23 pegawai PNS, Bupati menemukan indikasi manipulasi data absensi secara sistematis. 
Sejumlah oknum pegawai diketahui telah menandatangani absen sore sekaligus pada pagi hari, sehingga mereka tidak kembali lagi ke kantor usai istirahat makan siang.
Selain itu, ditemukan pula kecurangan lain berupa rekayasa keterangan hadir tapi tidak disertai tandatangan.
"Ini kebiasaan budaya ini, sudah tanda tangan dari pagi. Jam 2 sampai sore sudah tanda tangan. Nah, kalau hari ini wajar saya tengok hampir 60 persen siang itu sudah hilang semua," tegas Bupati M. Syukur.
Ia menyayangkan sikap para ASN mengingat posisi kantor yang berada di pusat kota dan memegang peranan penting dalam pelayanan publik.
"Kalau pegawai kerjanya begini, siapa yang mau melayani masyarakat? Saya datang ke sini membuktikan laporan masyarakat bahwa kantor ini kalau siang kosong. Bahkan pagi juga banyak yang tidak hadir, baru datang jam 10 atau jam 11," lanjutnya.
Menanggapi temuan tersebut, Bupati Merangin menginstruksikan agar seluruh pegawai yang bolos dan memanipulasi absensi segera dijatuhi sanksi administratif berupa surat teguran tertulis.
Bupati juga memperingatkan jajaran pimpinan Dinas Perikanan untuk segera membenahi sistem pengawasan internal dan menyetop praktik penandatanganan ganda. 
Ia menegaskan akan melakukan sidak lanjutan secara berkala tanpa pemberitahuan guna memastikan kedisiplinan dan kualitas pelayanan publik di Kabupaten Merangin kembali optimal.
