JAKARTA - Penyediaan tenaga guru masih menjadi prioritas Kemenristekdikti. Tahun depan kementerian yang dipimpin Mohamad Nasir ini menganggarkan Rp 352 miliar untuk beasiswa pendidikan profesi guru (PPG). Harapannya tersedia guru berkualitas untuk mengisi kebutuhan di daerah khusus.
Alokasi anggaran untuk beasiswa calon guru profesional itu tertuang dalam dokumen anggaran Kemenristekdikti 2018 yang disampaikan ke Komisi X DPR. Di dalam dokumen itu total pagu anggaran Kemenristekdikti tahun depan mencapai Rp 41,284 triliun. Alokasi anggaran paling besar untuk fungsi pendidikan Rp 40,39 triliun dan fungsi risetek Rp 890,28 miliar.
Usai pelantikan empat pimpinan kampus negeri di Jakarta kemarin (14/9) Menristekdikti Mohamad Nasir mengatakan pemerintah masih menyiapkan beasiswa untuk calon guru. Anggarannya mencapai Rp 352 miliar dengan kuota beasiswa mencapai 25 ribu.
Kucuran beasiswa mengikuti PPG ini cukup menggembirakan. Sebab sebelumnya muncul kabar bahwa untuk mengikuti PPG, peserta wajib membayar pribadi. Kabar ini sempat membuat guru yang sudah mengajar tetapi belum ikut PPG resah. Sebab biayanya mencapai Rp 11 juta sampai Rp 17 juta.
Alokasi beasiswa untuk calon guru tahun depan lebih besar dibandingkan periode 2017. Catatan Kemenristekdikti menyebutkan alokasi beasiswa calon guru tahun ini sebesar Rp 196 miliar untuk 4.000 orang.
Nasir menjelaskan ada dua skenario pembiayaan beasiswa calon guru. Pertama adalah untuk guru yang sudah mengajar atau disebut guru dalam jabatan. Kedua adalah calon guru yang baru lulus sarjana atau disebut guru prajabatan. Dia menuturkan porsi beasiswa guru prajabatan lebih besar yakni 15 ribu orang. Sedangkan untuk guru dalam jabatan dipatok 10 ribu orang.
Menurut Nasir beasiswa itu nantinya untuk pembiayaan mendapatkan sertifikat profesi guru. Dia mengakui masih ada guru yang sudah mengajar, tetapi belum mendapatkan sertifikat guru. Sehingga mereka harus mengikuti PPG untuk mendapatkan sertifikat profesi guru. Sedangkan bagi yang baru lulus kuliah, otomatis akan langsung mengikuti PPG.
Dirjen Pembelajaran dan Kemahasiswaan (Belmawa) Kemenristekdikti Intan Ahmad menuturkan, Kemenristekdikti mengevaluasi pelaksanaan SM3T yang sudah berjalan sekarang. ’’Pada prinsipnya program SM3T itu bagus,’’ jelasnya. Yakni menyebar calon guru untuk mengajar di daerah khusus.
Namun menurut Intan, proses tersebut kurang tepat. Seharusnya sebelum diterjunkan ke daerah khusus, para sarjana itu mengikuti PPG terlebih dahulu. ’’Jadi seperti dokter. Ikut profesi dokter dahulu, baru di kirim ke daerah khusus,’’ jelasnya. Dia berharap dengan skema baru itu, bisa dilahirkan guru-guru professional sekaligus pemerataan kualitas pendidikan.
