JAKARTA – Dengan beban kerja yang tidak ringan, ternyata anggaran operasional Kantor Urusan Agama (KUA) kecil. Menag Lukman Hakim Saifuddin mengusulkan ke parlemen untuk menambah biaya operasional KUA. Dari sekarang Rp 3 juta/bulan menjadi Rp 5 juta/bulan.
Saat ini jumlah KUA di Indonesia mencapai 314 unit. Permintaan kenaikan anggaran operasional KUA itu disampaikan Lukman dalam Rapat Kerja (Raker) bersama Komisi VIII di komplek parlemen kemarin (14/9). Tambahan anggaran untuk KUA itu salah satu dari sekian banyak usulan penambahan yang disampaikan Lukman. Secara keseluruhan tambahan anggaran yang dia ajukan mencapai Rp 5,9 triliun.
Untuk diketahui plafon atau pagu anggaran Kemenag 2018 nanti mencapai 62,154 triliun. ’’Anggaran ini masih belum mencukupi. Maka kami sampaikan penambahan anggaran ke DPR,’’ jelasnya. Politisi PPP itu berharap usulan penambahan disetujui. Selain untuk menambahan anggaran operasional KUA, juga untuk menambah anggaran kartu Indonesia pintar dan sebagainya.
Lukman menjelaskan persoalan KUA tidak hanya anggaran yang sedikit. Tetapi juga banyak KUA yang bagunannya sudah tidak layak. Bahkan di kecamatan-kecamatan baru hasil pemekaran daerah, ada yang masih belum memiliki KUA. Padahal salah satu fungsi penting KUA adalah untuk pembinaan keagamaan, pencatatan nikah, serta bimbingan haji.
Dalam pertemuan itu Lukman juga menjelaskan bahwa porsi anggaran Kemenag sebagian besar tesedot untuk bidang pendidikan. Dari total pagu anggaran Rp 62,154 triliun, sebanyak Rp 52,681 triliun untuk fungsi pendidikan. Sisanya sebanyak Rp 9,4 triliun untuk fungsi keagamaan.
Wakil Ketua Komisi VIII DPR Sodik Mudjahid menyampaikan cukup wajar jika Kemenag mengusulkan kenaikan anggaran operasional KUA. Namun dia memberikan catatan, kenaikan anggaran itu harus diikuti dengan peningkatan volume dan kualitas kerja atau layanan.
Ada beberapa poin layanan di KUA yang harus ditingkatkan. Diantaranya adalah layanan bimbingan pernikahan. Khususnya bimbingan pranikah. Dengan bimbingan yang maksimal, diharapkan pasangan nikah bisa lebih siap untuk menghadapi potensi persoalan-persoalan dalam membina keluarga. ’’Jadi tidak sekedar menjalankan tugas pencatatan nikah,’’ katanya.
Selain itu juga peningkatan layanan bimbingan haji serta umrah. Sehingga diharpakan jamaah haji tidak mengalami kebingungan saat pelaksanaan. Kemudian layanan penyuluhan keagamaan untuk mencegah terjadinya konflik berbasis agama, layana informasi pendidikan Islam, serta konsultasi zakat. ’’Ketika anggaran operasionalnya ditambah, pengawasannya juga tidak boleh sembarangan,’’ pungkas politisi Gerindra itu.
