BATANGHARINEWS.COM, Jakarta - Satuan Kerja Khusus Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (SKK Migas) mempercepat proses pengadaan barang dan jasa dengan skala prioritas, yang berhubungan langsung dengan produksi dan lifting migas. Hal ini dilakukan agar target produksi dan lifting migas 2021 terjaga.
Pelaksanaan pengadaan barang dan jasa juga dilakukan untuk mendukung optimalisasi Work Program and Budget (WP&B) sehingga di tahun 2021 keseluruhan aktivitas dapat difokuskan pada kegiatan-kegiatan yang mendukung produksi dan lifting.
"Komitmen bersama antara manajemen SKK Migas dan para pimpinan Kontraktor KKS harus segera direalisasikan dengan percepatan proses pengadaan barang dan jasa, agar proses persiapan dapat diselesaikan di sisa tahun 2020," kata Kepala SKK Migas, Dwi Soetjipto di Jakarta, Senin (5/10).
Dwi Soetjipto menambahkan, percepatan proses pengadaan barang dan jasa tahun 2021 yang dilaksanakan di tahun ini akan memberikan dampak berganda bagi industri nasional.
"Percepatan proses pengadaan barang dan jasa akan menggairahkan dan memberi kepastian bagi industri nasional, industri di daerah operasi KKKS, serta UKM yang telah menjadi mitra Kontraktor KKS. Dampak positif lainnya adalah adanya penyerapan tenaga kerja, khususnya mengurangi dampak pengurangan tenaga kerja baik bagi KKKS maupun indsutri penunjang di masa pandemik ini", ujar Dwi.
Untuk mendukung akselerasi program tahun 2021, SKK Migas pada akhir September telah mengeluarkan surat edaran tentang percepatan proses pengadaan barang dan jasa. Melalui surat edaran tersebut, KKKS diminta untuk segera menyampaikan daftar pengadaan (Procurement List) khususnya untuk persiapan pelaksanaan kegiatan-kegiatan di tahun 2021 yang berhubungan langsung dengan produksi dan lifting migas.
Sementara itu, Kepala Divisi Pengelolaan Pengadaan Barang dan Jasa SKK Migas, Erwin Suryadi mengatakan perencanaan pengadaan barang dan jasa yang tepat akan mendukung kinerja hulu migas ditengah pendemi. “Strategi dan perencanaan pengadaan yang tepat dan eksekusi yang cepat sangat mendukung berjalannya industri migas yang sesuai dengan diharapkan”.
Menurut Erwin, terobosan-terobosan terus dilakukan melalui kolaborasi antara SKK Migas dan KKKS dengan mengembangkan kerangka model kerja dan roadmap pengembangan kegiatan pengadaan barang dan jasa sebagai bagian dari alignment dengan program Indonesia Oil and Gas 4.0 dalam mencapai target produksi 1 juta BOPD pada tahun 2030.
Upaya percepatan Pengadaan Barang dan Jasa ini mendapat respon positif dari Kontraktor Kontrak Kerjasama (KKKS). VP SCM Medco E&P Indonesia, Kenneth Gunawan menyatakan Medco E&P sebagai KKKS nasional yang aktif melakukan investasi sangat mendukung upaya percepatan dan fleksibilitas yang dilakukan SKK Migas, agar investasi di industri hulu migas dapat terus meningkat.
Seperti diketahui, kinerja hulu migas nasional sampai September 2020 mencatatkan kinerja yang menggembirakan meskipun masih dalam kondisi tertekan ditengah pandemi Covid-19 dan harga minyak yang masih rendah.
SKK Migas outlook lifting minyak dan gas bumi diperkirakan mencapai 99,5% dari target APBN-P 2020 dengan dengan outlook capaian lifting ini akan menghasilkan penerimaan negara sebesar US$ 6,74 miliar atau 115% dari target APBN-P 2020 yaitu US$ 5,86 miliar dengan asumsi ICP (Indonesian Crude Price) US$ 38 per barel.(*)
