JAMBI – Ketua DPRD Provinsi Jambi Edi Purwanto meminta pemerintah pusat agar melibatkan DPRD dalam perencanaan sampai monitoring pelaksanaan DAK (Dana Alokasi Khusus). Ini disampaikan Edi dalam Rapat Dengar Pendapat Umum (RDPU) bersama Badan Akuntabilitas Keuangan Negara (BAKN) DPR RI di Jakarta, Kamis (17/6/2021).
Edi yang juga merupakan Wakil Ketua Asosiasi DPRD Provinsi Seluruh Indonesia (ADPSI) ini berharap tidak ada conflict of interest ataupun kepentingan pribadi dan sekelompok orang dalam perencanaan ataupun pengusulan alokasi DAK.
“Jadi jangan sampai cuma kepentingan proyek, DAK seharusnya membantu menyelesaikan permasalahan daerah, apa prioritas kebutuhan daerah, bukan membangun sesuatu yang daerah nggak butuh, atau nggak maksimal membangunnya,” terang Edi.
Edi juga menyampaikan agar alokasi transfer DAK benar-benar disesuaikan dengan kebutuhan daerah. Bukan hanya karena sebatas faktor koneksi.
“Kalau cuma karena ada channel (koneksi,red), bagaimana kami Jambi yang tidak punya orang di kementerian? Jadi cuma daerah yang punya orang aja yang alokasi DAKnya besar,” protesnya kepada BAKN DPR RI
Untuk itu, ketua DPD PDI Perjuangan Provinsi Jambi ini meminta agar penyusunan RPJMN (Rencana Pembangunan Jangka Menengah Nasional) benar-benar memperhatikan permasalahan, kebutuhan dan potensi daerah.
“Misalnya di Jambi kita rawan Karhutla, seharusnya dana APBN bisa maksimal untuk membantu kita mengatasi itu, dari potensi kita punya TNKS misalnya, kita harap APBN juga bisa fokus ke situ,” jelasnya.
Di akhir Rapat Edi meminta pemerintah agar menyederhanakan pola transfer dana perimbangan dari pusat ke daerah.
“Selama ini kan ada DAK, DAU, ada juga lewat balai, kenapa tidak kita sederhanakan saja sesuai dengan kebutuhan, permasalahan dan potensi daerah,” pungkasnya.
Merujuk pada pasal 1 angka 23 Undang-Undang nomor 33 tahun 2004 tentang Perimbangan Keuangan antara Pemerintah Pusat dan Pemerintah Daerah, Dana Alokasi Khusus (DAK) adalah dana yang bersumber dari pendapatan APBN yang dialokasikan kepada daerah tertentu dengan tujuan untuk membantu mendanai kegiatan khusus yang merupakan urusan daerah dan sesuai dengan prioritas nasional.
