MUARASABAK - Hingga saat ini, pelabuhan Muarasabak tak kunjung difungsikan. Padahal posisi pelabuhan yang dibangun sejak sebelum terbentuknya Kabupaten Tanjung Jabung Timur itu dinilai jauh lebih strategis dibandingkan pelabuhan Talang duku, Muaro Jambi.
Upaya Pemkab Tanjabtim bermohon agar pelabuhan Muarasabak difungsikan selalu berakhir PHP (pemberi harapan palsu). Keseriusan PT Pelindo II sebagai pengelola dianggap mengabaikan asas efisiensi sehingga masih terus mempertahankan pelabuhan Talang duku sebagai pusat aktivitas kepelabuhanan di Jambi.
“Dari segi apapun sebenarnya pelabuhan Muarasabak jauh lebih baik untuk dunia usaha, upaya kita agar pelabuhan Muarasabak difungsikan selalu hanya berakhir janji palsu,” kata bupati Romi Hariyanto kepada sejumlah wartawan, Rabu pagi di Muarasabak (6/4/2022).
Diceritakan Romi, sebagai bupati dia berkoordinasi langsung dengan KSOP dan beberapa kali berkoordinasi langsung dengan Pelindo II. Sejumlah alasan tak difungsikannya pelabuhan Itu kini tak lagi relevan. Misalnya soal kendala akses jalan yang dianggap tidak memadai. Saat ini akses jalan ke pelabuhan itu sudah sangat layak. Sayangnya pelabuhan itu tak juga difungsikan.
Terakhir pada akhir 2021, Romi kembali mengupayakan agar pelabuhan Muarasabak bisa difungsikan. Romi menawarkan konsep berbagi dengan pelabuhan Talang duku. Idenya, beberapa komoditas ekspor tetap melalui Talang duku, namun untuk beberapa komoditas pertanian seperti pinang mulai diekspor via Muarasabak. Saat itu KSOP berjanji untuk mengupayakan, namun pada kenyataannya rencana itu tak kunjung terealisasi.
Mengacu hasil penelitian sejumlah lembaga seperti Institut Teknologi Bandung bersama PT Deserco Development Service dan Japan International Cooperation Agency (JICA) pada 2014 silam, Pelabuhan Muarasabak, Jambi merupakan satu dari tujuh pelabuhan sungai di Indonesia yang memiliki prospek sangat menguntungkan.
Disebutkan, pelabuhan yang dilengkapi berbagai fasilitas dengan luasan areal relatif besar yaitu 189 Ha dengan kedalaman alur pelayaran sampai dengan 4,5 LWS (Lower Water Sea-di bawah permukaan laut) cukup layak untuk dijadikan pelabuhan utama. Ditambah lagi kedalaman kolam pelabuhan yang mencapai lima sampai tujuh LWS serta ukuran dermaga beton yang mencapai 750 m2, trestel (jembatan penghubung) beton ukuran 47 m x 8 m, mooring dolphin (sarana tambat kapal) sejumlah dua buah, enam buah bolder dan tersedianya lapangan penumpukan seluas 2.337 m2, yang juga dilengkapi dengan ketersediaan instalasi pipa air yang siap operasi serta lampu penerangan dermaga yang cukup baik.
Semestinya dengan fasilitas tersebut, Pelabuhan Muara Sabak dapat dilalui kapal barang dengan kapasitas rata-rata 14.000 GT (gross ton-bobot mati) dengan panjang rata-rata 152 m dan muatan rata-rata 10.000 ton. Namun sayang, meski sudah dapat melayani aktivitas bongkar muat, namun hingga saat ini masih sepi pengunjung dan masih jarang perusahaan yang memanfaatkan pelabuhan ini.
Romi kecewa tidak hanya pada Pelindo, tapi juga pada komitmen Gubernur Jambi yang berwenang mengatur regulasi. “Kami melihat ada keengganan Pemprov juga untuk serius mendorong ini, padahal secara kasat mata siapapun akan menilai jauh lebih efisien pelabuhan Muarasabak karena jaraknya yang begitu dekat dengan ambang luar, jarak tempuh dari pelabuhan ini juga hanya sepersepuluh jarak tempuh ambang luar ke Talang duku,” jelasnya.
Romi mengaku heran dengan ‘keengganan’ Pelindo II mengefektifkan pelabuhan Muarasabak. Hal itu sebenarnya sudah ia rasakan ketika masih menjabat ketua DPRD Tanjabtim sejak 2004 silam. Dia ingat betul Almarhum Taufik Kiemas sebagai suami dari Presiden Megawati pernah meletakkan batu pertama pembangunan pelabuhan CPO di lokasi pelabuhan Muarasabak. Namun batu pertama itu tak kunjung ditambah dan nasib pelabuhan CPO makin tak jelas sama seperti pelabuhan Muarasabak itu sendiri. “Padahal Pemkab Tanjabtim siap support apapun kebutuhan Pelindo terkait pemanfaatan Pelabuhan Muarasabak, sepanjang itu kewenangan kita,”ujarnya.
Romi bahkan berencana berkirim surat kepada presiden RI agar persoalan ini bisa selesai. “Secara lisan soal ini sudah kami paparkan kepada pak Arya Sinulingga sebagai Jubir Kementerian BUMN saat beliau berkunjung ke Tanjabtim bulan lalu,”tutupnya.***
