JAMBI – Ketua DPRD Provinsi Jambi Edi Purwanto berharap agar proses penyusunan APBD Provinsi Jambi Tahun Anggaran 2023 tidak melupakan 7 indikator kesejahteraan nasional dan menerapkan Standar Pelayanan Minimal (SPM). Ini disampaikannya kepada awak media usai menghadiri Musyawarah Perencanaan Pembangunan (Musrenbang) Rencana Kerja Pemerintah Daerah (RKPD) Provinsi Jambi tahun 2023 di Ballroom BW Luxury Hotel, Selasa (5/4/2022).
“Sehingga bukan hanya APBD berbasis proyek tapi berbasis pemberdayaan juga penting,” jelasnya.
7 indikator kesejahteraan nasional yang dimaksud Edi adalah penurunan angka kemiskinan, penurunan angka pengangguran, penurunan angka kematian ibu melahirkan, penurunan angka kematian bayi, Indeks Pembangunan Manusia, Pendapatan per kapita, dan angka gini rasio sebagaimana pernah disampaikan oleh Ketua Komisi Pemberantasan Korupsi (KPK), Firli Bahuri, di gedung DPRD Provinsi Jambi beberapa waktu silam.
Adapun SPM merujuk pada Permendagri nomor 59 tahun 2021 tentang Penerapan Standar Pelayanan Minimal. Standar Pelayanan Minimal adalah urusan pemerintahan konkuren wajib (urusan bersama pemerintah pusat dan daerah) terkait pelayanan dasar yang meliputi 6 bidang, yaitu pendidikan; kesehatan; pekerjaan umum dan penataan ruang; perumahan rakyat dan kawasan permukiman; ketenteraman, ketertiban umum, dan perlindungan masyarakat; dan sosial.
Edi juga meminta Bappeda dan OPD terkait di jajaran pemerintah provinsi Jambi dapat memformulasikan agar program-program bantuan dari pemprov Jambi dapat lebih ditingkatkan baik secara kualitas maupun kuantitas.
“Misalnya pak Gubernur tahun ini ada skitar 1500 bantuan untuk UMKM, untuk pemula, mak mak dan milenial, sementara desa/kelurahan kita ada 1562, artinya 1 orang per desa aja nggak dapat, bagaimana ini bisa kita tingkatkan,” terang Ketua DPD PDI Perjuangan Provinsi Jambi ini.
Lebih lanjut Edi menambahkan bahwa proses pembahasan APBD di DPRD akan berjalan lebih cepat jika pemprov telah menyusun RKPD dan KUA-PPAS dengan jelas, berbasis 7 indikator kesejahteraan, menerapkan SPM dan pedoman-pedoman yang telah ditetapkan oleh peraturan perundangan.
Ditanya terkait Pokok-Pokok Pikiran (Pokir) DPRD Provinsi Jambi, Edi menjawab bahwa ada sekitar 1500-an usulan Pokir DPRD Provinsi Jambi yang telah disampaikan ke eksekutif dan diinput ke dalam SIPD (Sistem Informasi Pemerintahan Daerah). Ia menjelaskan bahwa Pokir adalah aspirasi dan kebutuhan dasar masyarakat yang disampaikan kepada anggota DPRD diantaranya saat pelaksanaan reses.
“Kami harap Bappeda dapat merespon dengan baik, karena ini hasil reses teman-teman dewan, dan konstitusional,” pungkasnya. (*)
