Pada amanatnya terang bupati, Presiden yang mengenakan pakaian adat Ende, minta untuk selalu menjalin sinergitas, menjalin persatuan dan kesatuan dan tetap berpegang teguh kepada dasar Negara Indonesia yaitu Pancasila.
Upacara tersebut dikuti peserta dari para murid Sekolah Dasar (SD), Sekolah Menengah Pertama (SMP), Sekolah Menengah Atas (SMA), Pramuka, barisan TNI, barisan Polri dan organisasi kemasyarakatan.
Sebelumnya Kepala Negara dan Ibu Negara Iriana Jokowi, berkesempatan melihat-lihat kondisi rumah pengasingan Bung Karno dan keluarga yang tidak terlalu jauh dari lokasi upacara.
Presiden dan ibu tiba di lokasi upacara sekitar pukul 07.00 WIB, Jokowi mengenakan baju adat khas daerah Ende yakni Ragi Lambu Luka Lesu dengan perpaduan warna merah dan hitam. Sementara Ibu Negara mengenakan pakaian khas Ende berwarna ungu.
