BATANGHARI – Diketahui sejumlah Kepala Sekolah Dasar (SD) di kabupaten Batanghari masih berstatus pelaksana tugas. Hal sudah berlangsung kurang lebih tiga tahun dan belum ada pengangkatan Kepsek definitip dari pemerintah Batanghari.
Kepsek yang berstatus pelaksana tugas itu dikarenakan beberapa faktor, salah satunya telah memasuki masa pensiun atau habis masa jabatannya.
Seperti dikatakan Kepala BKPSDM Kabupaten Batanghari, Muhammad Rifai. Untuk mengangkat Kepala Sekolah harus melalui makanisme dan aturan dari Kementrian Pendidikan dan Pelatihan RI.
Dimana berdasarkan Permen Dikbud Nomor 61 Tahun 2018 Tentang Guru menjadi Kepala Sekolah. Disitu sudah jelas Kepsek itu menjadi jabatan managerial, bukan lagi mejadi tugas tambahan. Karena itu untuk mengangkat Kepala Sekolah harus ada tim pertimbangan Kepsek dari unsur teknis nanti,” kata Kepala BKPSDMD Batanghari, M Rifai, Kamis (10/1/2019) di Muarabulian.
Rifai menyebutkan, setelah di usul dari tim pertimbangan nanti, akan diberikan kepada tim Beperjakat guna untuk menyampaikan bahwa Kepsek tesebut sudah banyak yang kosong.
Namun kata pria berkacamata ini, sebenarnya sudah ada pelaksanaan tugas dan tugas pokok dan fungsi pelaksana tugas dengan definitif itu sama. “ Dan dalam hal ini tim Beperjakat, saya selaku Sekretaris tim Beperjakat selalu berkoordinasi dengan tim pertimbangan Kepsek. Dan nanti terakhir dari Tim Baperjakat baru masuk kepada pejabat pembinaan kepegawaian,” ujar Rifai, Kamis (10/1).
Terkait kapan kekosongan Kepsek akan di isi, Rifai mengaku dalam waktu dekat akan dirumuskan sesuai aturan yang berlaku. “ Perkiraan kita ahir dari Januari 2019 atau bisa juga awal Februari 2019 ini,” sebutnya.
Untuk pengangkat Kepsek bukan sengaja di tunda-tunda, hanya saja saat ini pihak Pemkab harus mematuhi aturan yang lebih tinggi.
“ Saat ini aturannya sudah berubah, nah kita harus patuhi aturan yang lebih tinggi, kalau tidak ada konsekuensi - konsekuensinya. Maka sekarang kita urut dalam konteks managemen ASN,” jelasnya.
Sementara, kata Rifai, agar nanti yang memimpin sekolah benar-benar dari sosok yang cakap, baik dalam hal kepemimpinan maupun karakter Kepsek itu sendiri, itu sudah ada tim yang menilai lansung dilapangan.
“ Nah itu tugasnya tim pertimbangan Kepsek tadi, mereka (red-tim) bisa mendengar lansung suara dari masyarakat setempat tentang karakter calon Kepala Sekolah. Jika cakap, baik pribadinya dan mampu dalam hal kepemimpinan itu layak jadi Kepsek. Seperti kompetensi yang dimiliki termasuk di dalamnya karakter,” terang Rifa'i. (*)
