KUALA TUNGKAL – Ruang Sidang Utama DPRD Kabupaten Tanjung Jabung Barat menjadi saksi bisu dari sebuah proses demokrasi yang krusial pada Senin (06/04/2026). Dalam Rapat Paripurna Kedua, tujuh fraksi DPRD secara bergantian menyampaikan pandangan umum mereka terhadap Laporan Keterangan Pertanggungjawaban (LKPJ) Bupati Tahun Anggaran 2025. Momen ini bukan sekadar formalitas, melainkan ajang "uji kompetensi" bagi eksekutif dalam mempertanggungjawabkan setiap rupiah anggaran dan kebijakan yang telah dijalankan selama setahun penuh.
Dipimpin oleh Wakil Ketua I DPRD H. Muh. Sjafril Simamora, S.H., dan didampingi Wakil Ketua II Hasan Basri Harahap, S.H., rapat yang dihadiri 24 anggota dewan ini berlangsung tertib namun sarat dengan substansi evaluasi. Setelah Bupati Anwar Sadat menyampaikan nota pengantar LKPJ pada akhir Maret lalu, kini giliran wakil rakyat memberikan "vonis" awal melalui catatan strategis mereka.
NasDem Beri Dukungan Penuh, Fraksi Lain Minta Perbaikan
Dinamika paling menarik muncul dari sikap berbeda antar-fraksi. Fraksi NasDem secara resmi menyatakan persetujuan agar LKPJ Bupati 2025 dilanjutkan ke tahap pembahasan berikutnya. Langkah ini menunjukkan kepercayaan koalisi atau mitra kerja pemerintah terhadap capaian kinerja eksekutif tahun lalu.
Namun, enam fraksi lainnya—meliputi Fraksi Keadilan Pembangunan, PKB, Golkar, PAN, Gerindra, dan PDI Perjuangan—tidak serta merta memberikan "lampu hijau" tanpa syarat. Mereka menyampaikan beragam catatan kritis dan rekomendasi konstruktif. Isu-isu seperti efektivitas penyerapan anggaran, kualitas infrastruktur yang cepat rusak, hingga peningkatan layanan kesehatan dan pendidikan menjadi sorotan utama.
“Pandangan umum fraksi ini adalah bentuk kontribusi nyata DPRD. Kami tidak hanya mengkritik, tetapi memberikan saran agar kinerja pemerintah daerah ke depan lebih tepat sasaran dan berpihak pada rakyat,” ujar salah satu perwakilan fraksi dalam sidangnya.
Sinergi Eksekutif-Legislatif: Transparansi Adalah Kunci
Kehadiran Bupati bersama seluruh Kepala Organisasi Perangkat Daerah (OPD), Sekretaris Daerah, dan unsur Forkopimda mencerminkan keterbukaan pemerintah daerah. Mereka siap menerima masukan, baik itu pujian maupun kritik tajam. Momentum ini diharapkan dapat memperkuat sinergi antara "dua sayap" pemerintahan daerah—eksekutif sebagai pelaksana dan legislatif sebagai pengawas—untuk mendorong percepatan pembangunan di Tanjab Barat.
Wakil Ketua I DPRD, Sjafril Simamora, menegaskan bahwa proses ini adalah bagian tak terpisahkan dari mekanisme checks and balances. “Rapat paripurna ini merupakan forum resmi untuk mendengarkan pandangan umum fraksi-fraksi. Masukan yang disampaikan akan menjadi bahan dasar bagi Panitia Khusus (Pansus) untuk melakukan pembahasan lebih mendalam,” jelasnya.
Menuju Rekomendasi Akhir: Akuntabilitas Publik di Ujung Tanduk
Dengan selesainya penyampaian pandangan umum ketujuh fraksi, proses pembahasan LKPJ kini memasuki babak baru. Tahapan selanjutnya akan melibatkan pembahasan detail antara Pansus DPRD dengan Pemerintah Daerah untuk merumuskan rekomendasi resmi.
Bagi masyarakat Tanjab Barat, transparansi dalam proses ini adalah jaminan bahwa uang mereka dikelola dengan tanggung jawab. Apakah LKPJ Bupati 2025 akan diterima dengan catatan perbaikan, ataukah memerlukan evaluasi besar-besaran? Semua mata kini tertuju pada hasil akhir rekomendasi DPRD. Satu hal yang pasti: demokrasi di Tanjab Barat sedang bekerja, memastikan bahwa kekuasaan tetap berada di jalur akuntabilitas dan kesejahteraan rakyat.
