MUARABULIAN - Persaingan memenangkan tender proyek di Kabupaten Batanghari dinilai di bawah rasional. Hal ini terlihat pada pemenang tender DAK tahun 2020 Dinas Pendidikan dan Kebudayaan Kabupaten Batanghari, terdapat pemenang menawar hingga 55 persen. Terlihat juga Penawar terendah tetap dijadikan prioritas sebagai pemenang. Hal ini memunculkan kekhawatiran terhadap kualitas barang yang akan disalurkan.
Dalam Pasal tersebut, Almi Cab memaparkan, pemenang dengan penawar terendah yang terkoreksi dapat dimenangkan dengan besaran jaminan pelaksananan lima persen dari total Harga Perkiraan Sendiri (HPS).
“Bedanya dengan penawar yang Rasional hanya menawar batas maksimal 20 persen cuma dikenakan jaminan sesuai dengan nilai kontrak. Kalau penawarannya diatas itu, apalagi mencapai 55 persen itu akan dikenakan jaminan lima persen tapi dari HPS awal,” jelas Almi Cab.
Pada intinya perusahaan yang menawar serendah itu, artinya sudah sepakat dengan aturan pada dokumen pemilihan pemenang tersebut. Perusahaan tersebut pun sanggung mengadakan barang yang diminta sesuai yang diminta.
Soal berpengaruhnya barang yang akan disediakan oleh perusahaan tersebut, artinya permintaan harus dipenuhi sesuai spek itu. Jika tidak bisa memenuhi permintaan tersebut artinya one prestasi, dan itu ada hukumnannya, bisa saja sampai di black list.
“ Jadi hak rekanan itu menawar tidak ada batasanya, terendahpun bisa dimenangkan,” cetus Almi Cab.
Dijelaskan Almi Cab, kelebihan anggaran yang ditenderkan dengan penawaran rendah tersebut itu menjadi silpa dan itu merupakan keuntungan bagi pemerintah daerah. “Kami pun ULP ini dapat mengontrol dalam pengadaan barang ini efisien dan epektif,” katanya.
Ia juga menyayangkan pada dinas terkait bahwa dalam perencanan survei pasar pembuatan HPS teman-teman di OPD hanya bersumber dari barang lokal maupun sumber internet. Pada survei ini memang harus mencari harga tertinggi dan terendah kemudian digabungkan. “ Tapikan pada lelang itu ada perusahaan yang memang dari pabrikan lansung yang menawar, sehingga ada perusahaan yang banting harga, jauh dibawah angka penawaran rasional, survei ini kan tidak sampai ke pabrik,” tandas Almi Cab.
Tapi, kata dia, Kalau sudah melebihi angka penawarnya samapi 50 persen lebih itu dapat dipertanyakan OPD tersebut dalam menghitung HPS nya. “ Kan lucu, harga HPS nya misal 50 ribu ditawar empat ribu kelewatan itu,” imbuh almi.
Almi Cab berharap, para OPD dapat menghitung dan mengkaji secara detail jangan sampai ada penawar yang terjun bebas. Ketelitian dan kegigihan sangat dituntut penuh. “ Kalau barangnya ada di luar daerah survei lah kesana,” harapnya.
Terpisah Kadisdikbud Batanghari Agung Wihadi dikonfirmasi menyarankan untuk menanyakan perhitungan HPS tersebut lansung kepada PPTK kegiatan. Sedangkan Kasi Sarana Prasarana Yantoni di konfirmasi lansung merespon tidak perlu diwawancarai. Hingga berita ini diterbitkan Yantoni dihubungi via Whatsapp nya hanya mengirim balasa lampiran penjelasan tujuan HPS.
Untuk diketahui pada situs resmi lpse.batanghari.go.id tender pengadaan peralatan tradisonal dinas pendidikan dan kebudayaan Batanghari, dengan Kode Tender 4557226 dengan nilai pagu paket Rp. 1 Milyar dan HPS 999.900.000 juta rupiah. Dimenangkan oleh Citra Sekar Sejahtera dengan dengan nilai tawar hanya 474.735.800. Jika dilihat nilai tersebut mencapai 55 persen dari nilai HPS.
