MUARABULIAN - Keterlambatan pembayaran tunjangan profesi Guru (TPG) tahun 2020 akhirnya ditransfer ke rekening Guru. Tunjangan tiga bulan sekali untuk Guru sertifikasi dan non sertifikasi di kabupaten Batanghari itu sebelumnya menjadi ‘utang’ alias ditunda bayar pemkab Batanghari pada tahun 2020.
Pada 04 Februari 2020 lalu, Dinas Pendidikan telah melakukan pengajuan surat perintah membayar (SPM) ke Badan keuangan Daerah kabupaten Batanghari. Atas dasar itu TPG sertifikasi dan non seritifkasi ditransfer ke rekening Guru tertanggal 09 Februari 2020 lalu, setelah dilakukan overbooking sehari sebelumnya oleh disdikbud Batanghari.
Jumlah penerima TPG sertifkasi Guru tahun 2020 yang ditunda bayar ada sebayak 1.300 penerima termasuk pengawas. " Untuk Guru Sertifikasi TK ada 35 orang, SD 945 orang, SMP 300 orang dan Pengawas 20 orang, jadi total 1.300 penerima sertifikasi yang dibayar," ujar Kabid GTK Disdikbud Batanghari Yaakin,S.Pd. Senin (15/02/2021) kemarin.
Yaakin menjelaskan, sertifikasi yang ditunda bayar ini, sebelumnya direncanakan hanya dua bulan yang dapat dibayar melalui APBN yang ditransfer. Namun, pemkab Batanghari tetap memabayar tiga bulan dengan menalangi pembayaran satu bulan melalui Kas daerah.
" Karena sebelumnya memang uang yang ditransfer pusat dua bulan, jadi dengan ditalangi dengan kas daerah artinya sertifikasi tahun 2020 sudah penuh diabayarkan,alias lunas," jelas Yaakin.
Terpisah Subbag Keuangan Disdikbud Batanghari melalui Muhammad Afdhal mengatakan, total Guru Sertifikasi tahun 2020 yang dibayar 2021 sebesar Rp. 15.262.546.100 untuk 1.300 orang. " Ya benar, satu bulannya ditanggulangi melalui Kas daerah," imbuhnya.
Selain itu M Afdhal juga mengatakan, Ada 488 Guru non seritifikasi yang sudah dibayar. Total yang ditransfer untuk non seritifikasi triwulan ke IV sebesar 366.000.000 rupiah. Namun ada pembayaran susulan Guru non sertifikasi ini untuk 18 orang, dikarenakan baru melapor ke diknas.
“ Sisanya yang baru melapor merupakan TPG non sertifikasi triwulan III tahap lima dan dua tahun 2020 yang baru melapor, itu sudah kita ajukan SPM tertanggal 15 Februari 2020, jumlahnya sebesar 13.500.000 rupiah,” terang pria yang sering disapa mamad.
Ditempat berbeda Kepala badan keuangan daerah M Azan membenarkan dana TPG Guru sertifikasi dan non seritifkasi tahun 2020 yang sempat ditunda sudah di transfer ke rekening Guru. “ Alahamdulillah, sudah kita trasnfer melalui Bank 9 Jambi ke rekening pada tanggal 9 februari 2020 lalu,” sebut Azan.
Ia juga tidak menampik bahwa kekurangan dana APBN yang ditransfer pusat untuk TPG seritifkasi tahun 2020 kurang satu bulan. Namun Kasda sudah menanggulangi satu bulan untuk dana yang belum ditrasnfer pusat tersebut. “ Sudah kita tanggulangi melalui dana yang ada di Kasda untuk satu bulan yang belum ditransfer pusat, kami harap dapat dimaklumi atas keterlambatan ini,” pungkas Azan.
